The equipment will prepare 400 mouse cages weekly for the veterinary facility. Performance will occur at 10 N. Greene Street, Baltimore, MD 21201, in the west end hallway between the service bay and loading dock. Delivery is expected within 90 days after receipt of order. The contract type is firm-fixed price.
Evaluation factors include compliance with required features per the SOW, submission of an OEM authorization or distributor letter from the manufacturer (non-submission results in disqualification), registration in the VA's local IFCAP system at RFQ close, delivery lead times, completion of a Buy American Certificate, compliance with FAR Part 25 policies, and price. All vendors must submit electronic invoices through the VA's Electronic Invoice Presentment and Payment System. The Contracting Officer's Representative is Timothy Foley of the Research and Development Service, reachable at timothy.foley2@va.gov or 410-605-7000 x53421.

Bedding Dispensing Stations for the Research and Development Veterinary

3. BACKGROUND:
The VA Maryland Health Care System (VAMHCS) Research and Development (R&D) Service has received FY26 Lab Animal Major equipment (LAM) funding to purchase 2 labor saving devices that drop bedding into cages to prepare them for sterilization and use.
The 2 bedding dispensing stations will help maintain the sanitation of the area and reduce hundreds of repetitive motions by staff each week. Effective sanitation of cages and cage components is accomplished by various cage and rack washers and the sterilization of prepared cages to control the possible spread of unwanted microorganisms.
The VAMHCS Veterinary Medical Unit (VMU) has 400 cages in use a day to house about 1,000 mice. Preparing 400 cages a week requires 20 bags of mailto:timothy.foley2@va.gov bedding, each weighing about 10 pounds. The bed dispensing stations will use gravity to dump the bedding into the cages saving VMU staff from the bending and scooping currently required for the cage preparation.
