About this file

This document is an Attachment 2 Tailored 52.212-2 Evaluation for Commercial Products and Commercial Services, effective 02/01/2022, outlining the evaluation criteria for a solicitation by the Department of Veterans Affairs. The document specifies four key evaluation factors for quotations: Technical or Quality, Veterans' Involvement, Price, and Speed of Delivery. The government will use a comparative evaluation process to determine the most advantageous quotation, with specific requirements including authorized distributor letters for brand name equipment and special consideration for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB).

The evaluation will assess quotations based on their ability to meet or exceed minimum requirements, with additional credit given to SDVOSB/VOSB firms registered in the Vendor Information Pages database. Pricing will be evaluated by totaling line-item prices, and delivery speed will be considered. Non-SDVOSB/VOSB quotations that include SDVOSB or VOSB subcontractors will receive partial consideration. Quoters must provide details about potential subcontractors, including names, brief descriptions of proposed subcontracts, and approximate dollar values, with the understanding that proposed subcontractors must also be registered and meet federal small business size standards.
