About this file
This document is a tailored evaluation provision (Attachment 2 to FAR 52.212-2) for evaluating quotations on commercial products and commercial services solicitations, effective February 1, 2022. The Government will award a purchase order to the responsible quoter whose quotation best serves the Government's interests, considering price and other factors. Quotations must meet minimum solicitation requirements, and the Government reserves the right to select a quotation exceeding minimum requirements. Authorized distributors of brand name equipment must provide an authorized distributor letter from the Original Equipment Manufacturer (OEM).
The evaluation will employ four factors: Price (evaluated by summing all line-item prices for a Total Evaluated Price), Technical or Quality (assessed on the quoter's ability to meet or exceed Government requirements based on solicitation instructions), Veterans' Involvement (providing evaluation credit to Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) that are registered and verified in the VIP database at both quotation submission and award, and meeting federal small business size standards for the assigned NAICS code; non-SDVOSB/VOSB quoters using SDVOSB or VOSB subcontractors receive some consideration if subcontractor names, descriptions, and dollar values are provided and subcontractors meet VIP registration and size standards), and Speed of Delivery (evaluated based on estimated delivery date and delivery speed). The Government will use comparative evaluation per FAR 13.106-2(b)(3) and does not request or accept alternate quotations.
