About this file
This is a specifications document detailing requirements for replacing the main electrical substation at the Providence VA Health Care System in Rhode Island (Project No. 650-22-103).
The project includes coordination with local utilities, determining current and future capacity requirements, designing a new electrical substation with tie-ins to the existing 11.2 kV distribution system, developing a construction phasing plan, and designing approximately 500 feet of underground duct bank from the new substation to a new manhole. Key requirements include compliance with Physical Security and Resiliency Design Manual standards, improving distribution system operations and maintainability, and minimizing electrical outages during construction. The contractor must provide comprehensive documentation including as-built drawings, maintenance manuals, and photographic documentation of construction progress. The work involves multiple disciplines including civil, structural, architectural, fire protection, plumbing, mechanical, and electrical components, with detailed specifications provided for each area. The contractor must also coordinate with VA staff regarding facility access, utilities interruptions, and safety protocols to maintain hospital operations during construction.
