About this file
This document is a justification and approval for other than full and open competition requesting sole source procurement. The Department of Veterans Affairs Tomah VA Medical Center requires replacing the pitched roof, dormer roof, and wall cladding on Building 400 using Inspire Classic Slate Shingles Charcoal Black manufactured by Westlake. The shingles match the appearance and profile of the original slate roofing and were previously approved by the State Historic Preservation Office for use on several buildings at the facility. The contracting officer determined the anticipated cost to the government of $162,390 would be fair and reasonable based on previous use of these shingles on other buildings at the Tomah VAMC. The justification cites 41 USC 3304(a)(1) as only Westlake's shingles meet the historical requirements and pigment color matching to satisfy the agency's needs.
