About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs Network Contracting Office 21 for solicitation 36C26127Q0022, a follow-on contract for dental laboratory services.

The solicitation deadline has been extended to September 21, 2026, at 12:00 PM PDT. All solicitation amendments must be signed and returned to be eligible for award. The contract requires dental laboratory services to be performed for VA San Francisco and South Santa Rosa facilities, with the dental laboratory required to be located within a 50–60 mile radius of these locations to facilitate timely pickup and delivery. The contractor must provide direct pickup and delivery service performed by laboratory personnel and is prohibited from subcontracting, transshipment, or using third-party couriers to maintain chain of custody for prosthetic cases. Turnaround times are measured in in-lab working days with no shipping involved, and approximately 40% of work will be submitted with digital impressions versus traditional impressions. The contract includes extensive line items for various dental prosthetic services including dentures, crowns, implant components, frameworks, and alloy work, with specific requirements for manufacturer specifications (Vitallium frameworks only, Noble or High Noble alloys acceptable, specific denture teeth manufacturers required). Alloy materials are priced separately in pennyweight measurements, and no Emergency Price Adjustment provisions are available despite precious metal market volatility. The incumbent contractor is currently located outside the required 60-mile radius. The document also contains detailed responses to 33 vendor questions addressing specifications, pricing methodology, material requirements, and service delivery parameters.

Responses to questions for solicitation 36C26127Q0022 provided 9/16/2026

1. Is this a new contract or is there an incumbent dental lab that has been providing these services under an existing contract?

This requirement is for a follow-on contract to continue dental laboratory services currently being performed under an existing contract. There is an incumbent dental lab providing these services at present.

2. Can a laboratory meet the requirements of this solicitation if they are located more than 60 miles from either VAMC location as listed in this solicitation? If so, is the responding dental lab eligible for award?

As detailed in the solicitation, the Government requires the dental laboratory to be located within a specified 50–60 mile radius of the VA San Francisco and South Santa Rosa facilities. This geographic restriction is intended to facilitate timely pickup and delivery of cases and to ensure quality of service. Laboratories located outside this radius do not meet the requirement and would not be eligible for award.

3. The requirement under the previous Solicitation posted in 2023 had a similar requirement of within 30 miles of each VAMC location; however, the awarded dental lab was located hundreds of miles outside that range. Will this exception be allowed under this Solicitation if the primary dental lab is able to meet the same day requirements utilizing a local lab within 60 miles of each of the VAMC locations?

The SOW (§11(a)) requires contractors to provide direct pickup and delivery service, performed by laboratory personnel, and prohibits subcontracting and transshipment (including use of third-party couriers). This requirement is in place to maintain chain of custody and accountability for prosthetic cases. Therefore, the use of a local third-party courier service would not be compliant with the solicitation.

4. Is the current outside dental lab servicing this contract within 60 miles of the two VAMC locations as listed in this solicitation?

No (not sure if I can state the issues we are having and why we are so specific about the radius)

5. Can the primary dental lab utilize a local laboratory to meet the 60 mile requirement and service those 1-2 day turnaround times?

See response to question 3.

6. Can UPS be used for all pickup and deliveries to and from the VAMC to the dental lab?

See response to question 3.

7. On the price sheet, what weight measurement should the line items for alloy be priced in (i.e. pennyweight, grams, etc)?

Pennyweight

8. Just to confirm, all line items that would include alloy for final fabrication should NOT include the cost of alloy as those are to be priced separately.

Yes, that is correct

9. Are the turnaround times listed in this Solicitation to include time in transit or are they in lab working days?

In-lab working days since there will be no shipping involved

10. Please define what P/P is an abbreviation for?

Either maxillary partial or mandibular partial

1266 Set Teeth on New P/P 1-3 Teeth

1267 Set Teeth on New P/P 4-8 Teeth

1268 Set Teeth on New P/P 9-14 Teeth

13. Do Item #’s referenced in Question 1 need to be manufactured by Argen; or can a comparable dental alloy manufacture be used so long as it is categorized as “Noble” or “High Noble” for the appreciate indication for use and a certificate of conformance is provided with each case?

“Premium Denture Teeth” and “Basic Denture” supplied by Ivoclar, or Dentsply?

Yes, they need to be manufacturer specific

15. Are teeth billed separately for all these removable items #’s 1007-1009, 1011,1107- 1109, 1115-1121, 1188-1189,1204-1206, 1266-1268?
