B.3 STATEMENT OF WORK

A. Purpose

The Department of Veterans Affairs, Alexandria Veterans Affairs Medical Center (AVAMC) at

2495 Shreveport Highway, Pineville, LA 71360, requires contractors to provide residential housing services to up to 11 veterans/beneficiaries to include room, board, transportation, therapeutic rehabilitation and recovery and other required services. The purpose of this contract is to provide a safe, low-barrier emergency shelter and coordinated supportive services for veterans experiencing homelessness, with the primary goal of rapidly resolving housing instability and securing permanent housing. The program will deliver comprehensive case management as the central service component, focused on assessing each veteran’s housing barriers, developing individualized housing plans, and actively coordinating with the U.S.

Department of Veterans Affairs (VA) and community partners to obtain and sustain permanent housing placements.

The shelter will ensure that all participating veterans receive timely access to essential support needed to stabilize their immediate situation, including basic needs, benefits navigation, and housing search assistance. While the program will make available or facilitate access to minimum levels of behavioral health and substance use treatment services as clinically appropriate, these services are intended to support—rather than replace—the program’s primary housing-focused mission. Through strong collaboration with VA programs (including

HUD-VASH, SSVF, and other VA homeless initiatives) and local housing and social service resources, the contractor will prioritize rapid exits from emergency shelter to permanent housing. All services will be delivered using a housing-first, trauma-informed approach that promotes dignity, choice, and long-term housing stability for veterans. Public transportation shall be available to Veterans in the city of the selected contractor or the contractor shall provide transportation for the Veterans to and from the Alexandria VAHCS to receive treatment and /or services and near areas that provide employment opportunities. The contractor shall furnish services to the beneficiaries for whom such care is specifically authorized by the Veterans

7. USC 4132/42 CFR Part II is available for review at the Veterans Affairs Medical

Administration Service.
