This combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This commercial item is being conducted under FAR Part 13 Simplified Acquisition Procedures. VA will conduct the procurement according of FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.

(ii) Solicitation Number 36C24W25Q0322. This solicitation is issued as a request for quotation (RFQ). The government requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company that is not registered in SAM. For additional information and to register in SAM, access the website at https://ww.sam.gov/. Please ensure representations and certifications are complete to allow Contracting Officers to determine your business size and any additional socio-economic categories, if applicable.

(vi) Description of item: Brand Name or Equal: Thirty-three (33) Honeywell Handheld Barcode Scanner

Eastern Oklahoma VA Health Care System (EOVAHCS) requires a contractor to supply Barcode Scanners to the Tulsa VA Medical Center. The contractor will be required to 33 scanners in accordance with this statement of need and the Department of Veterans Affairs, while in accordance with the VA Mission.

Salient Characteristics: EOVAHCS requires a contractor to provide equipment that meets or exceeds the physical, functional, and performance of the listed salient characteristics in the following sections. The equipment features are essential to the technical requirements to meet the department's needs.

Suitable Models:

Handheld computer.

•WiFi5 802.11 a/b/g/n/ac + Bluetooth 5.1.

•No WWAN.

•Near Field Communication.

•13 MP Rear Camera / 8MP Front Camera.

•Display size 5.0 in.

•Flex Range 1D/2D imaginer.

•Operating System: Android GMS.

•Global WWAN or WiFi.

(vii) Date and Place of Delivery: The facility will need the scanners delivered 30 days ARO to the address listed below.

Each delivery package must be MARKED FOR: [PO# or PKG:#037 w/ EER# 257225]

a) Delivery shall be freight on board (FOB)- Destination. Contractor delivery of equipment shall take place during standard business hours. Contractor shall not be required, nor is authorized to perform any work on the following U.S. Government Federal Holidays. Normal duty hours for EOVAHCS are 8:00 a.m. through 5:00 p.m.

CST, Monday through Friday, not including federal holidays. Whenever contact with a facility is required outside of normal duty hours, the Contractor shall coordinate these times with the designated POC. In accordance with 5 U.S.C. 6103, Executive Order 11582, and Public Law 94-97, the following national holidays are observed and for the purpose of this contract are defined as “Legal Federal official holidays.”

• Juneteenth

• Independence Day

• Labor Day

• Columbus Day

• Veteran’s Day

In addition to the days designated as holidays, the Government observes the following days:

• Any other day designated by the President of the United States to be a Federal holiday.

b) Afterwards delivery times will be coordinated with the POC. The Contractor shall furnish all equipment, users manuals, and maintenance manuals for the specified equipment under this contract.

c) Warranty of Equipment: Government requirement for standard manufacturer industry warranty term. The government does not accept an extended warranty, which requires advance payment. Warranty to begin on date of delivery to the facility.

(ix) FAR 52.212-2, Evaluation – Simplified Acquisition Procedures (NOV 2021), applies to this acquisition.

The Government will select the quote that represents the best benefit to the Government at a price that can be determined fair and reasonable.

BASIS FOR AWARD: The Government will select the offeror that represents the best benefit to the Government at a price that can be determined fair and reasonable.

Following receipt of offerors, the Government will perform a Lowest Price Technically Acceptable evaluation, in accordance with FAR 13.106-2(4)(i) of the proposes services.

The Government will compare offers to one another to select the service that best benefits the Government by fulfilling the requirement. The evaluation of the Government requirement outlined in this request for quote will determine suitability. 52.212-3, Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
