About this file

This is Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs Network Contracting Office 9 (90C) for solicitation 36C24926Q0310. The amendment extends the deadline for receipt of offers from September 20, 2026 to September 22, 2026 at 23:59 CDT to address contractor questions raised during a site walkthrough. The contracting officer is Phon Phasavath, and only vendors that expressed interest during the initial July 24 solicitation period will be considered; no additional vendors will be considered.

The accompanying questions and answers document clarifies service requirements for waste collection services at Memphis VA Medical Center. Key clarifications include: (1) the Service Yard Dock compactor will maintain Monday-Wednesday-Friday (M-W-F) service frequency while all other containers should be scheduled based on actual site visit findings; (2) the pricing schedule is an all-inclusive monthly fixed amount with no unit rates, and contractors must determine their own rate breakdown; (3) historical tonnage data in Section 28 is provided for planning purposes only and does not guarantee accuracy or establish minimum/maximum service quantities; and (4) contractors should base their pricing and scheduling decisions on observations from the site visit rather than assumptions from facility personnel. The contract involves compactors, open-top containers, and front-load containers at multiple locations with varying pickup frequencies and ownership arrangements.

Question:

Something came out of that walkthrough that you will want to know before quotes close.

Questions and quotes are both due September 20 at 23:59, so there is no practical way to raise it as a question and get an answer back in time to use it. That is why this is coming to you directly rather than through the question process.

During the walkthrough we were told that the compactors and the open top containers are serviced twice a week. The statement of work has most of these units at once a week –

Answer:

Location Container Type Size Pick-ups Days Owned by Notes

SCI Compactor 35yd On Call NEIEMWS

PMR Open Top 30yd 1x wk Wednesday Waste Connect

Dock Service Yard Compactor 35yd M-W-F VA

Dock Service Yard Open Top 30yd 1x wk Wednesday NEIEMWS

Fisher House Front Load 8yd EOW Thursday NEIEMWS

( per #2. SOW- Routes/Schedules Submittals: The contractor shall establish vehicle routes and collection schedules that meet the requirements of Memphis, VA Medical Center. They must be submitted to the contracting officer five (5) calendar days prior to start of contract performance. ) From my understanding the point of the site visit was to see exactly what containers were on site so the prospective vendors could see and decide how to schedule collections based on their current operations and if larger containers are needed. The schedule above is what currently is being used, but the prospective vendor should make a schedule that works for them while providing the services we need.

Question:

We were also told the containers run considerably heavier than the tonnage published in the amendment (Up to 8 tons per load). Working from what was described on site, the actual volume would be roughly three times what Section 28 reports.

. Section 28 states (The historical usage information provided below is furnished for informational purposes only to assist prospective contractors in preparing their quotes. The information is based on prior contract performance and is intended solely as a planning and estimating tool. The Government does not guarantee the accuracy of the historical data or that future quantities, service frequencies, or tonnage will be the same as those experienced during the historical period. The information shall not be construed as establishing either a minimum or maximum quantity of services to be ordered under any resulting contract.) – “ there is really no way to determine how much trash will be generated –

We are not raising this as a complaint and we are not questioning anyone.

The person who told us manages this service every day and we take what he said as accurate.

Answer:

The individual who you walked with is not the subject matter expert, his assumptions should not be used in decision making for this solicitation. Mr. Player is the chief of the service and is knowledgeable in all aspects of the waste contract and submission of quarterly waste reports.

Question

The difficulty is that the solicitation says something different, and the pricing schedule is a single all-inclusive monthly amount with no unit rates underneath it. There is no line item to adjust and no mechanism to bring up these financial discrepancies after award. Whatever number a quoter writes in that box is the number for five years.

Answer:

Not sure how the current pricing scheduled was arrived at - but that would be your decision on how you would break down the rates for each item.

That matters to the station more than it matters to us. If quoters price against the published frequency and tonnage while the actual service runs at twice the frequency and materially heavier weight, the award goes to whoever priced furthest from reality. That contractor either absorbs the difference until it cannot, or it starts missing pulls at a hospital. Neither is a good outcome for Memphis, and it is inexpensive to fix now and expensive to fix later.

Question:

We are asking for confirmation of two things in writing before quotes close. The actual service frequency for each container, and the monthly tonnage the fixed price is expected to cover. It would be ideal for those this email is addressed to on the VA side to talk this through and remove the ambiguity that exists right now.

Answer:

Frequency – Service Yard Dock compactor will remain M-W-F all others should be determined based off findings gathered during site visit.

We have wanted to quote this work for a year and are capable of doing this work direct, not relying on a subcontractor as the current incumbents are. We want to quote this station, and we want the number we hand you to be one we can all rely on for five years.

We thank you in a advance for your attention and efforts to clear this up.
