About this file
This document is a Standard Form 30 Amendment to a solicitation for refuse collection services at the Department of Veterans Affairs (VA) Memphis facilities, along with government responses to contractor questions.
The solicitation (36C24926Q0310) seeks refuse collection services for the Lt. Col. Luke Weathers Jr. VA Medical Center in Memphis, Tennessee, with service locations including the main medical center, VA Nonconnah Clinics, and the Memphis Fisher House. The base contract period runs from October 1, 2026 through September 30, 2027, with four one-year option periods extending through September 30, 2031. The amendment extends the offer deadline to September 20, 2026 at 23:59 CDT and establishes a mandatory site visit on September 9, 2026 at 1400 hours at Memphis VA Hospital (EMS office). The government confirmed that a container and compactor inventory will be provided by amendment, identifying equipment type, capacity, pickup frequencies, and service locations. The inventory includes five active units: one 35-yard compactor at SCI (on-call), one 30-yard open-top at PMR (weekly Wednesday), one 35-yard compactor at Dock Service Yard (M-W-F), one 30-yard open-top at Dock Service Yard (weekly Wednesday), and one 8-yard front-load at Fisher House (end-of-week Thursday). The contract is subject to Service Contract Labor Standards (Wage Determination No. 2015-4673, Revision 31, Shelby County, Tennessee). Award will be made based on best value considering price, past performance, and technical capability, with evaluation of the total base period plus all four option periods. Emergency collection services of up to twelve per contract year will be priced separately per collection. The contractor must furnish all containers, compactors, vehicles, personnel, and maintenance, with the government retaining no-cost replacement obligations for government-owned equipment breakdowns.
