B.2 PERFORMANCE WORK STATEMENT (PWS)

Asbestos Flooring Removal Services

B.2.1 Scope

The contractor shall furnish all labor, supervision, materials, equipment, tools, and transportation necessary to remove asbestos-containing floor tile, mastic, and associated components in designated areas of the Durham VA Health Care System (VAHCS). All work shall comply with applicable Federal, State, and Local regulations, including North Carolina HHCU requirements.

B.2.2 Required Contractor Qualifications (Commercial Services)

a. All personnel performing asbestos abatement shall hold current North Carolina HHCU accreditation for their discipline.

b. Contractor personnel shall be classified and compensated according to the Davis-Bacon Act wage determination applicable to:

• Asbestos Abatement Worker

• Asbestos Abatement Supervisor (Foreman)

• Other applicable classifications under the wage determination.

c. OSHA-10 certification is required for all onsite personnel.

d. The contractor shall secure all required HHCU permits. Permit applications shall include the contractor’s original signature and be submitted at least 10 working days prior to the start of work.

e. Proof of approved permit shall be provided to the Contracting Officer before mobilization.

B.2.3 Description of Services / Performance Requirements

The contractor shall perform all tasks necessary to complete asbestos flooring removal using non-friable, non-regulated removal methods. Required services include:

1. Mobilization and setup of containment.

2. Installation of protective barriers, signage, and site control measures.

3. Removal of floor tile, mastic, and stair tread coverings using infrared radiant floor tile removal equipment, low-odor mastic remover, and hand-held tools.

4. Cleaning, waste packaging, labeling, and offsite disposal in accordance with Federal and

State regulations.

5. Post-removal air clearance sampling performed using Transmission Electron Microscopy

(TEM) by a qualified third party. Clearance must not exceed 70 structures per square millimeter.

6. Demobilization and restoration of the work area to a clean, safe, and usable condition.

B.2.4 Work Locations and Estimated Quantities

a. Building 1 — 1st Floor, B-Wing Dental Areas

• Rooms B1029 (155 square feet) and B1031 (155 square feet)

• Approximate total area: 310 square feet

b. Building 1 — Mezzanine (Adjacent to Pharmacy Waiting Area)

• Includes floor tile, mastic, and stair treads

• Approximate total area: 760 square feet

Because the total flooring removal exceeds 200 sq ft, Davis-Bacon Act labor standards must apply

(per VAAM).

Previous questions answered:

Q1: What time of day will the rooms (B1029, B1031, and the Mezzanine) be available for abatement?

A1: To eliminate adverse patient care; the Mezzanine will have to have the removal completed after the cafeteria is closed to access the Mezzanine. Preferably, this would be on a Friday night or a

Saturday if Radiation/Oncology (RAD/ONC) and when RAD/ONC is not using the Linear Accelerator.

The Linear Accelerator uses high-energy X-rays or electrons and must be off to eliminate worker radiation exposure.

Rooms B1029 and B1031 can be abated during the day, on a Friday night or on a Saturday with the

Mezzanine, to complete the removal and clearances consecutively.

Once the date for NTP is identified, I will check with RAD/ONC to identify the date and times the

Mezzanine work can be completed.

Q2: Who will clear the B1029, B1031, and the Mezzanine of stored materials currently in the areas?

A2: DVAHCS personnel will clear the areas of all stored materials prior to work proceeding.

Q3: What type of clearances will be performed?

A3: TEM with either a 4-houir or 8-hour TAT.

Q4: Whether handheld heat guns or another equivalent non-friable removal method may be used in place of a stand-up infrared floor-tile removal machine

A4- YES, if a non-friable removal method is used.

Q5: Whether the contractor may determine the appropriate compliant containment configuration for the mezzanine area based on site conditions, provided it prevents dust and debris migration and meets all applicable requirements, or whether the Government requires a specific containment method

A5:YES, the contractor can determine the means and methods for appropriate compliant containment configuration for the Mezzanine based on site conditions.

Q6: Whether site restoration is limited to removal of containment, final cleaning, and return of the areas to a safe and usable condition, or whether any flooring or finish replacement is required

A6: After the areas are returned to a safe and useable condition (TEM Clearance is achieved), no flooring or finish replacement is required.

B.2.5 Work Hours and Coordination

a. Unless otherwise approved, work shall be performed between 8:00 a.m. and 5:00 p.m.

b. Work must be coordinated with the COR to avoid disrupting patient care.
