Preclinical Compact MRI System for VA Providence Medical Center
(1) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The Government reserves the right to make no award from this solicitation.
** Quotes are to be submitted via email ONLY to Emily.hatcher@va.gov no later than 04:00pm ET, 09/27/2026.
Emailed quotes are the only method of submitted quotes (4MB email limit). The Government reserves the right to make award solely on initial Quotes received. Offerors bear the burden of ensuring that all portions of the offer (and any authorized amendments) reach the designated office before the deadline specified in the solicitation. This RFQ shall be completed in its entirety, and signed and dated, or will not be considered for award.
2. The Contractor shall provide all personnel, labor, materials, equipment, supervision, tools, supplies, packaging, transportation, and other resources necessary to furnish, deliver, install, test, and commission a compact, high-performance preclinical MRI system with standard warranty at the VA Providence Medical Center, Research Department, Building 35 Basement, 830 Chalkstone Ave, Providence RI
02908.
3. The government anticipates awarding a firm-fixed price contract resulting from this solicitation.
4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 effective March 13, 2026.
5. The North American Industrial Classification System (NAICS) code for this procurement is (334516) with a small business size standard of (1000 Employees). This solicitation is unrestricted.
6. Salient Characteristics:

A.1 Permanent 1 Tesla Magnet Technology
The system shall utilize a permanent 1T magnet that does not require cryogens, compressors, continuous magnet cooling, or continuous electrical current to maintain the magnetic field.
A.2 Magnet Technology
Magnet does not require any power source, as it is a permanent magnet and is therefore always “on.”
A.3 Self-Shielded Magnet Design
The system shall incorporate a fully self-shielded magnet with minimal fringe magnetic field, allowing installation within existing laboratory and animal-facility spaces without extensive magnetic shielding or structural modification.
A.4 No Magnet Quench Risk
The permanent magnet design shall eliminate the magnet quench risk associated with superconducting MRI systems.
A.5 Minimal Facility Infrastructure
The MRI system shall not require cryogen-handling infrastructure, water-cooling systems, compressors, specialized ventilation, or extensive facility modifications.
A.6 Compact and Mobile Configuration
The system shall be compact, enclosed, and capable of installation or repositioning within existing clean animal-facility and laboratory environments without major construction or heavy infrastructure requirements.

A.8 Low-Noise Operation
The system shall operate at an acoustic output of 75 dB or less during active imaging, supporting use adjacent to animal holding and procedure areas while minimizing disruption to animals and research staff.
A.9 Integrated Animal Handling System
The system shall include an integrated animal-handling platform supporting:
• Physiological monitoring;
• Animal heating and temperature management;
• Anesthesia delivery; and
• Access ports for research interventions during imaging.
A.10 Rat Imaging Body Coils
The system shall include two (2) integrated rat-handling/body-coil configurations, including:
• Within 55–60 mm diameter body coil; and
• Within 50–55 mm diameter body coil.
A.11 Temperature Drift Compensation
The system shall incorporate integrated temperature-drift compensation to maintain image stability during multi-hour acquisitions, including extended in-vivo imaging, ex-vivo imaging, phantom studies, and quantitative three-dimensional reconstruction workflows.
A.12 Preclinical Imaging Capability
The system shall provide non-invasive 3D anatomical, functional, and molecular imaging capabilities for mice and rats.

Cardiovascular and Pulmonary Research Capability
The system shall support preclinical cardiovascular and pulmonary imaging applications, including:
• Cardiac architectural remodeling;
• Myofiber orientation;
• Global longitudinal cardiac strain analysis;
• Cardiac systolic and diastolic function;
• Structural lung imaging; and
• Functional lung imaging, including applications involving cardiopulmonary diseases such as pulmonary hypertension.

Neurological and Additional Preclinical Applications
The system shall support additional preclinical applications, including in-vivo anatomical brain imaging for assessment and follow-up of neurological diseases, cancer biology, multimodal imaging, and ex-vivo imaging.
A.15 Pre-Optimized Imaging Protocols
The system shall include validated, pre-optimized imaging protocols that allow trained research personnel, including personnel who are not MRI physicists, to obtain high-quality and reproducible images.

Advanced Sequence Control and Development
The system shall permit advanced users to access imaging-sequence parameters and shall provide capability for optimization and custom sequence development through the manufacturer's sequence-development tools.
A.17 Staffing and Operational Requirements
Routine operation and maintenance shall not require a dedicated MRI physicist, thereby supporting continuity of research operations without dependence on highly specialized MRI personnel.
A.18 Preclinical Image Analysis Software
The system shall be provided as a complete, fully functional preclinical MRI solution, including the scanner hardware and all software required to collect, process, and analyze preclinical MRI data. Provision of scanner hardware

A.19 Cardiac MR Analysis Software
The complete cardiac MR analysis package shall provide comprehensive tools for cardiac imaging assessment, including left ventricular (LV) analysis, right ventricular (RV) analysis, region of interest (ROI) analysis, viability analysis, report generation, patient database synchronization, strain analysis, AI-assisted automated analysis, 4D flow analysis, and spectroscopy capabilities.
A.20 Multimodal Imaging Integration
The system platform shall support available hardware and software integration with additional imaging technologies, including PET and bioluminescence imaging.
A.21 Clinical- Equivalent Platform
The system shall utilize a magnetic field strength and operating/acquisition software platform with a clinically validated equivalent system. The platform shall support clinical-grade software validation, operational consistency, and continuity between research and clinical and imaging environments.
A.22 Accessories Accessory bundle shall include an integrated anesthesia system, physiological monitoring, as well as a heated water pump. These are all designed to integrate fully with the animal handling systems on the system.
A.23 Installation
The system electronics shall be capable of operating from a standard electrical power connection. Initial testing, calibration, and performance evaluation will be completed using an included phantom. Basic safety and operation overview will be performed using the phantom.
A.24 Training
Contractor shall provide advanced applications training that is on-site. The specific agenda will be determined by the VA Research group involved. The goal of the training is to review animal preparation, positioning, and image optimization.
A.25 Usage of Machinery
The product is only to be used in pre-clinical research, such as in vivo animal imaging, and is not for use on humans.

Preclinical MRI Software package shall include preclinical imaging analysis software provided under a single-seat perpetual license for academic or research use. The software shall support interactive segmentation, quantification, and visualization of imaging data from multiple imaging modalities.
The solution shall be compatible with a currently supported Windows or macOS operating system and should support GPU acceleration for processing large data sets, where applicable.
Each license shall be valid for use on one computer and may utilize hardware-specific activation or an equivalent licensing method. The perpetual license shall include a minimum of three years of software updates, provided as updates become generally available. The software is intended for preclinical research use only and shall not be used for patient diagnosis, treatment, or other clinical applications.
Cardiac Analysis Software package: a comprehensive cardiac magnetic resonance (MR) image analysis software package intended for academic or research use under a single-user license. The software shall support cardiac MR image loading, visualization, quantitative analysis, reporting, and patient data management. At a minimum, the solution shall include the following capabilities: left ventricular (LV) analysis, right ventricular (RV) analysis, region of interest (ROI) analysis, myocardial viability analysis, cardiac strain analysis, automated or artificial intelligence (AI)-assisted image analysis and/or segmentation, 4D flow analysis, spectroscopy or spectral analysis functionality, report generation, integrated patient database functionality, patient database synchronization and/or data management capabilities, and image loading and visualization tools. The package shall include a minimum one-year software maintenance and support agreement.
Maintenance and support shall include remote assistance with software installation and configuration, online user training, technical support and troubleshooting, and software updates and upgrades when made generally available during the maintenance period.
System Delivery to VA Facility, Installation and Commissioning
– Contractor shall coordinate with the facility and relevant site personnel to support delivery, installation and placement of equipment. Installation activities shall include, as applicable, offloading shipping crates from delivery vehicle; removing equipment from shipping crates, lifting and mounting the primary system component onto its’ mobile stand; moving the equipment into its designated position, and connecting the primary equipment, electronics, and associated peripheral devices.
Advanced Applications Training- Contractor shall provide advanced applications training and operational instruction for designated users following system installation and commissioning.
Administrative and Handling Fees including all charges associated with overseas manufacture, export, transportation, importation, customs clearance and related logistics. *see paragraph 6 below for specific details.

Delivery Fee: Includes all costs associated with delivery of the required supplies or services to the delivery location identified in the solicitation. Any delivery, shipping, freight, handling, fuel surcharge, transportation, or other related fees.

7. Price and Overseas Logistics Costs:
The contractor shall be responsible for paying all charges associated with overseas manufacture, export, transportation, importation, customs clearance, and related logistics, and shall bear all risk and financial responsibility for any increases in overseas shipping, tariffs, duties, customs charges, transportation costs, or related logistics expenses incurred before Government acceptance of the equipment. The Government will not pay for any such increases.
The contractor's overall quoted price shall include all costs associated with equipment manufactured, assembled, or sourced outside the United States, including all costs necessary to export, transport, import, clear through customs, and move the equipment to the Government's designated location. The contractor shall identify the country of manufacture or assembly. If the contractor uses a separate Handling, Importation, or Overseas Logistics Fee, the fee shall be clearly identified in the offeror’s quotation and shall include, as applicable:
• Foreign inland transportation from the manufacturing facility to the port, airport, freight terminal, or other point of export;
• Export clearance, export documentation, and foreign-country processing fees;
• International ocean, air, rail, or ground freight and transportation charges;
• Import tariffs and duties imposed on goods entering the United States;
• Customs duties, merchandise processing fees, and other customs-related charges;
• Customs brokerage and broker fees;
• Freight forwarding expenses;
• Port, terminal, loading, unloading, and handling fees;
• Container, crating, packaging, and other charges necessary for international shipment;
• Storage, demurrage, detention, or similar charges;
• Import documentation, inspection, and processing fees;
• Overseas logistics, transportation, and handling charges;
• Domestic transportation following customs clearance;
• Insurance or other transportation-related charges necessary to protect the equipment while in transit; and
• Any other fee or expense necessary to export, import, transport, clear, and handle the equipment from its place of manufacture or origin to the Government's designated location.
The contractor shall coordinate and pay all such costs without requiring direct payment by the Government to customs authorities, brokers, carriers, freight forwarders, ports, or other third parties. Any importation, transportation, handling, and overseas logistics costs will be included in the Total Evaluated Price, and failure to identify and include anticipated overseas logistics, tariffs, customs, freight, or related importation costs may render the quotation unacceptable.
8. Installation and System Acceptance:
The offeror shall provide a proposed installation approach and schedule for the system, including the anticipated duration of installation activities. The proposal shall describe all required initial testing, calibration, performance verification, and system acceptance procedures, including any use of phantoms, test equipment, or other validation tools.
The offeror shall also describe any basic system operation and safety orientation to be provided as part of the installation process.
The Government will evaluate the proposed installation approach for completeness, technical acceptability, and the offeror’s ability to successfully install, test, calibrate, and verify system performance.
The offeror shall clearly identify any installation-related services, equipment, or costs that are not included in the proposed price, including, but not limited to, rigging, hoisting, specialized lifting equipment, or other site-specific requirements.
9. Advanced Applications Training:
The offeror shall provide a minimum of two (2) days of on-site advanced applications training for Government personnel. The training agenda shall be coordinated with the Government prior to performance and tailored to the operational needs of the intended users.
Training shall address, at a minimum, applicable subject preparation, positioning techniques, image acquisition, image quality optimization, and other advanced system applications necessary to support effective and efficient use of the proposed equipment.
If there is any additional cost associated with the required training, the offeror shall clearly identify and separately itemize all such costs in its quotation. If no separate training cost is identified, the Government will consider the required training to be included in the total quoted price.

ADDENDUM to RFO 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES
Submission of quote shall include the following volumes: (I) Technical capability offered to meet the Government requirement; (II) Price
Volume I - Technical capability to meet the Government requirement.
The offeror shall submit its quote demonstrating how it meets all of the salient characteristics and other technical requirements of the solicitation.
Volume II – Price The offeror shall complete the pricing schedule provided in Section 6 above: Price/Cost Schedule.

12. 52.212-2, Evaluation-Commercial Products and Commercial Services (NOV 2021) (DEVIATION OCT 2025) applies to this acquisition.
ADDENDUM to RFO 52.212-2 EVALUATION—COMMERCIAL ITEMS:
The Government will award a contract to the responsible Offeror whose quote is determined to be technically acceptable and represents the lowest evaluated price, subject to all terms and conditions of the solicitation. Please note that the Government will consider the Offeror’s overall CPARs ratings and information from SAM.gov as part of the determination that the offeror is responsible and there is a reasonable expectation that the Offeror will successfully perform the requirements.
a) The following factors shall be used to evaluate quotations: Technical and Price
c) Evaluation Approach: The Government will evaluate each offer to determine whether the proposed system satisfies all minimum technical requirements identified in the solicitation. Failure to meet any mandatory technical requirement may result in the offer being determined technically unacceptable and therefore ineligible for award.
Technical subfactor A: Technical capability to meet the Government requirement. The Government will evaluate the technical capability of the proposed system against the salient characteristics listed in the solicitation. The Offeror shall clearly identify the manufacturer, model, manufacturer part number, and configuration of the system offered. The Offeror shall provide product literature, specifications, technical data, or other documentation sufficient for the Government to verify compliance with each required salient characteristic.
Technical subfactor B: Delivery, Installation, Training, and System Acceptance. The Government will evaluate the Offeror's proposed approach to delivery, installation, system setup, calibration, testing, and advanced applications training for users (part of system set-up), as applicable. The Government will evaluate whether the proposed approach provides a complete and practicable solution capable of being delivered, installed, tested, and made operational. The Government will assess whether the offeror’s proposed training approach demonstrates compliance with these requirements and provides adequate instruction to support successful operation of the proposed system.
Factor II. Price: The Government will evaluate the total evaluated price of the offer. Price will be evaluated for the lowest evaluated total price in accordance with the solicitation. The Government may evaluate prices for completeness, reasonableness, and compliance with the solicitation's pricing requirements.

The Government may use information provided by the Offeror and information obtained from other sources available to the Government. TRADE AGREEMENTS / PRODUCT ORIGIN
Eligibility of the offered end product under applicable Trade Agreements requirements is a solicitation compliance requirement and is not a technical evaluation preference.
The Offeror shall provide all information and certifications required by the solicitation concerning the offered end product, including the manufacturer, model, place of manufacture, and country of origin, as applicable.
An offered product that does not satisfy applicable Trade Agreements requirements may be ineligible for award regardless of its technical rating or evaluated price.
Award will be made based on an integrated assessment of the evaluation factors stated above.
The Government may award to other than the lowest-priced Offeror when the solicitation provides for a best-value tradeoff and the evaluated benefits of the higher-rated offer warrant the additional price.
An offer may be determined ineligible for award if it fails to meet a material solicitation requirement or required salient characteristic, regardless of its overall technical rating or price.
