About this file

This document is a Justification for an Exception to Fair Opportunity for a Firm-Fixed-Price delivery order issued by the Department of Veterans Affairs (VA), Office of Procurement, Acquisition, and Logistics. The VA is acquiring Cisco Voice over Internet Protocol (VoIP) hardware and installation services through the NASA Solutions for Enterprise-Wide Procurement (SEWP) V Governmentwide Acquisition Contract. The procurement will modernize existing VA Voice Systems across multiple locations in West Virginia, Maryland, and Washington DC, with an estimated performance period of one year. The VA determined that only Cisco hardware and services can meet their technical requirements due to the proprietary nature of their existing infrastructure, with an estimated cost of implementing a completely new system from another manufacturer being $300-$500 million and taking 5-7 years. Market research identified limited competition among 36 authorized Cisco resellers, and the VA will publicly post the justification and synopsis the award in accordance with Federal Acquisition Regulation requirements.
