Essnova Solutions, Inc. (Essnova) conducted a Pre-acquisition Environmental Database Search
(database search) in accordance with 40 CFR 312 and 33 CFR 137 (generally consistent with the ASTM Standard 1527-21) for the Buck Run LLC proposed easement identified by the State of Ohio Natural Resources Conservation Service (NRCS) office.
According to information provided by the NRCS, the Buck Run LLC proposed easement in
Richland County, Ohio contains approximately 226 acres, as described in the legal description and information supplied by NRCS.
Appendix A of this report includes a site map, which was provided by the NRCS. This site map illustrates the property boundaries and area that comprise the proposed easement.
Scope of Services/Methodology
This database search was performed to provide information concerning properties that are being considered for the Agricultural Conservation Easement Program (ACEP). The purpose of this database search is to delineate potential environmental issues and liabilities that are associated with this parcel based upon a review of web-based records. The web-based records that are reviewed during the performance of this database search are specified by the NRCS. When no web-based records were found for the environmental concerns listed, this information is indicated. Further, in accordance with the NRCS-provided Scope of the Environmental
Database Search, this written report will not include any recommendations by Essnova or the
Environmental Professional providing this assessment. It is solely designed to discuss
Essnova’s summary of findings related to the presence of environmental issues and liabilities associated with the proposed easement.
Essnova utilized Environmental Data Resources Inc. (EDR) Radius Map™ Report with
GeoCheck® (Radius Map Report) and an EDR NEPASearch™ Map Report (NEPA Report) to evaluate the available All Appropriate Inquiries (AAI) environmental records for the proposed easement and the surrounding area. This report is designed to meet the search requirements of the Standards and Practices for AAI and the American Society of Testing and Materials
(ASTM) Standard Practice for Environmental Site Assessments. The boundaries of the proposed easement were plotted on an area map and expanded to meet AAI standards for a search of the surrounding area.
Appendix B includes the Radius Map Report and NEPA Report for the proposed easement.

Buck Run LLC, Richland County, Ohio
EDR provides current database information, whenever it is available, in governmental database records. AAI guidelines require the use of governmental records. Information is reported to regulatory agencies using street addresses and zip codes. EDR uses these street addresses and zip codes to check environmental concerns in the area. In the absence of a street address, a zip code from the general area of the proposed easement is selected as the basis for a search of governmental databases. During a search of governmental databases within an area, there are typically several sites that have been reported to governmental agencies with insufficient or incorrect address information, which are indicated within the database report as "non-geocoded" or “orphan” sites. Essnova uses additional web-based information and detailed information included in the Radius Map Report to further evaluate the location of the listed non-geocoded sites, as well as their potential impacts to the proposed easement. Based on a review of the list, no nongeocoded sites were identified in the Radius Map Report.
In addition, Essnova supplemented the AAI database results with a web-based search for additional sites of environmental issues and liabilities.
This letter report includes summary tables of our findings, as well as appendices that include the site location, a copy of the Radius Map Report and NEPA Report.
Definitions
Certain key terms may be used herein that are specific to the ASTM E1527-21 standard and to this environmental database review. These terms are defined in the ASTM E1527-21 standard as follows:
adjoining properties - any real property or properties the border of which is contiguous or partially contiguous with that of the subject property, or that would be contiguous or partially contiguous with that of the subject property but for a street, road, or other public thoroughfare separating them.
controlled recognized environmental condition - recognized environmental condition affecting the subject property that has been addressed to the satisfaction of the applicable regulatory authority or authorities with hazardous substances or petroleum products allowed to remain in place subject to implementation of required controls (for example, activity and use limitations or other property use limitations).
historical recognized environmental condition - a previous release of hazardous substances or petroleum products affecting the subject property that has been addressed to the satisfaction of the applicable regulatory authority or authorities and meeting unrestricted use criteria established by the applicable regulatory authority or authorities without subjecting the subject property to any controls (for example, activity and use limitations or other property use limitations). A historical recognized environmental condition is not a recognized environmental condition.
E practically reviewable - information that is practically reviewable means that the information is provided by the source in a manner and in a form that, upon examination, yields information relevant to the subject property without the need for extraordinary analysis of irrelevant data.
The form of the information shall be such that the user can review the records for a limited geographic area. Records that cannot be feasibly retrieved by reference to the location of the subject property or a geographic area in which the subject property is located are not generally practically reviewable. Most databases of public records are practically reviewable if they can be obtained from the source agency by the county, city, zip code, or other geographic area of the facilities listed in the record system. Records that are sorted, filed, organized, or maintained by the source agency only chronologically are not generally practically reviewable. Listings in publicly available records which do not have adequate address information to be located geographically are not generally considered practically reviewable. For large databases with numerous records (such as RCRA hazardous waste generators and registered underground storage tanks), the records are not practically reviewable unless they can be obtained from the source agency in the smaller geographic area of zip codes. Even when information is provided by zip code for some large databases, it is common for an unmanageable number of sites to be identified within a given zip code. In these cases, it is not necessary to review the impact of all of the sites that are likely to be listed in any given zip code because that information would not be practically reviewable. In other words, when so much information is generated that it cannot be feasibly reviewed regarding its impact on the subject property, it is not practically reviewable.
publicly available - information that is publicly available means that the source of the information allows access to the information by anyone upon request.
reasonably ascertainable - information that is (1) publicly available, (2) obtainable from its source within reasonable time and cost constraints, and (3) practically reviewable.
recognized environmental conditions - (1) the presence of hazardous substances or petroleum products in, on, or at the subject property due to a release to the environment; (2) the likely presence of hazardous substances or petroleum products in, on, or at the subject property due to a release or likely release to the environment; or (3) the presence of hazardous substances or petroleum products in, on, or at the subject property under conditions that pose a material threat of a future release to the environment.
significant data gap - a data gap that affects the ability of the environmental professional to identify a recognized environmental condition.

Based on a review of the federal AAI standard databases in the Radius Map Report, the proposed easement is not listed in the federal databases noted above; however, six surrounding properties are reported in these databases within the AAI search requirements and additional off-site properties were listed on other databases, as follows:
▪ Hi Stat Mfg/Stoneridge Inc., addressed at 345 S. Mill St, is located approximately northwest-adjoining and topographically crossgradient to the proposed easement, and listed on the RCRA-VSQG. E MANIFEST, OH LUST, OH UST, UST FINDER, UST FINDER
RELEASE, and OH ARCHIVE UST regulatory databases. This facility is listed as generating hazardous wastes in the forms of ignitable waste, corrosive wastes, lead, mercury, spent halogenated solvents, spent nonhalogenated solvents. There are no RCRA violations for this site. The property is listed as having had a 550-gallon diesel fuel UST and a 550-gallon gasoline fuel UST that were removed in 1992, and another UST of unknown contents that was removed in 1992. The facility is listed as having had a leaking
UST incident that was reported in 1992 and apparently closed in 1996. Based on its current regulatory status, this facility does not appear to represent an environmental concern.
▪ The remaining sites are located greater than 500 feet from the proposed easement and do not appear to represent an environmental concern.

Map Report, which is included in Appendix B.

LUST, and UST FINDER RELEASE regulatory databases. This facility is listed as having had a 2,000-gallon diesel fuel UST, a 1,000-gallon gasoline fuel UST, and a 3,000-gallon gasoline fuel UST that were removed in 1991. The facility is listed as having had a leaking
UST incident that was reported in 1991, and apparently closed in 1992. Based on its current regulatory status, this facility does not appear to represent an environmental concern.

▪ Troy Township Dump, addressed at Section 30, appears to have been located 310 feet southwest and topographically separated from the proposed easement. This site is listed as having been landfill. Based on a review of the state and tribal AAI standard databases in the Radius Map Report, the proposed easement is not listed in these databases, and no surrounding properties were reported in these databases within the AAI search requirements.
Based on review of the Radius Map Report, no oil and gas wells were identified on the proposed easement. However, one water well was listed to be located within the boundaries of the proposed easement. This well is listed as being completed in 2012 to as depth of 302 feet.
Based on the NEPA Report Natural Areas Map, no Natural Areas were identified on the proposed easement and in the surrounding area. Refer to the Natural Areas Map Findings section of the NEPA Report, which is included in Appendix B.
There are more than 20 Federal Endangered Species from the U.S. Fish and Wildlife for the
State of Ohio. These species are listed in the NEPA Report, pages 4 - 7.
Federal Endangered Species from the U.S. Fish and Wildlife for Richland County include:

Typically, public water systems provide water for a community or population without a discretely defined geographic area. Because of this, it is not possible to determine in a web-based search whether the EPA-identified public water system providers listed in Richland County, Ohio also service the proposed easement or surrounding areas.

Based on the Radius Map Report, no tribal lands are indicated within the proposed easement area, and as a result, no tribal public water systems are indicated.

Based on the FEMA Flood Map Service Center website, the proposed easement area panel, Map
Number 39139C0212E, indicates the subject site and adjoining properties appear to be located in
Zones A and AE, which is described as:

Proposed Easement Current and Historical Usage
Based on the Richland County, Ohio parcel map and property information, the proposed easement is identified as one parcel consisting of agricultural land. The proposed easement is listed as owned by Buck Run LLC.
Based on a review of the most recent aerial photograph dated 2025 and the most recent topographic map dated 2016, the proposed easement is identified as agricultural land, wooded land/marshland, and developed with a farmstead. The proposed easement is partially bordered on the west by Highway 97 and southwest by a railroad track. The Clear Fork Mohican River partially borders the east perimeter and traverses the proposed easement. Marshes and land subject to inundation are likely located on the proposed easement.

Based on a review of readily available online sources for historical aerial photographs and historical topographic maps ranging from 1943 to 2025, the proposed easement appears to have historically been agricultural land, wooded land/marshland, and a farmstead.
Adjoining Property Current and Historical Usage topographic map dated 2016, adjoining property uses are identified as agricultural land, undeveloped wooded land/marshland, residences, farmsteads, a commercial facility, and the
Village of Lexington Wastewater Treatment Plant. Marshes and land subject to inundation are located on the adjoining properties.
historical topographic maps ranging from 1943 to 2025, the adjoining properties appear to have historically been agricultural land, undeveloped wooded land/marshland, residences, and farmsteads. The adjoining commercial facility and wastewater treatment plant were developed in the 1970s.
Review of additional historical sources of information for both the proposed easement and adjoining properties, such as building department records, property tax files, interviews, zoning/land use records, historical Sanborn Fire Insurance Maps, and historical city directories, was determined to be not reasonably ascertainable and not indicative of a significant data gap based on review of other available information.
Impaired Waterways
Review of the EPA Water Information website indicates the Town of Lexington-Clear Fork
Mohican River that traverses the proposed easement was known to be impaired by Escherichia
Coli (E. coli) and sedimentation/siltation. Additional investigation would be required to determine whether the proposed easement may be impacted as a result of these previously-identified impairments.
Oil/Gas Wells
Based on a review of the Ohio Department of Natural Resources Division of Oil & Gas website, no oil or gas wells were identified on the proposed easement or in the surrounding area.
Pipelines
Based on the National Pipeline Mapping System database, no pipelines are located on or adjoining the proposed easement.
Mines and Minerals
Based on the USGS Mineral Resource Mapping System, no mines are located on or within one-mile of the proposed easement.
State and Local Hazardous Materials Generators and Releases
Based on the Ohio Department of Environmental Services website, no sites identified as hazardous waste generators or spill / release sites were identified on or within one-mile of the proposed easement, except as previously discussed.

Emerging Contaminants
There are some substances that non-environmental professionals and others may assume to be hazardous substances that are not defined (or not yet defined) as hazardous substances under
CERCLA through interpretation by EPA regulations and the courts. These substances may include: (1) some substances that occur naturally or through biological digestion (for example, methane), and (2) substances about which human understanding is evolving (for example, per-and polyfluoroalkyl substances, also known as PFAS). These and any other emerging contaminants, where they are not identified as a hazardous substance by CERCLA, as interpreted by EPA regulations and the courts, are not included in the ASTM E1527-21 assessment.
However, they are considered a Non-Scope Consideration within ASTM E1527-21 and are included within the Scope of Work for the NRCS Environmental Database Review.
Therefore, Essnova researched available online resources to identify potential PFAS sources within one-half mile radius of the proposed easement. Such potential sources include, but are not limited to, wastewater treatment facilities, wastewater use or disposal sites, sludge or biosolid use, storage, or disposal sites, airports, landfills, military installations, facilities where firefighting foam would be used or released, etc.
Based on a review of the historical use of the proposed easement and surrounding area and a review of the regulatory database report and the Ohio PFAS Sampling website, emerging contaminants such as PFAS compounds do not appear to be a concern associated with the proposed easement at this time.

Summary of Findings
The purpose of this pre-acquisition environmental database review is to enable Essnova to identify potential environmental issues and liabilities associated with a proposed easement based upon a review of web-based records, in order to provide the NRCS with information concerning proposed property easements that are being considered for program acquisition. As indicated in
Solicitation 12FPC223Q0019, the Scope of Work includes a records review, and no site inspection or interviews of owners or tenants were performed.
Regulatory Database Review
The Radius Map Report did not list the proposed easement within the various search radii for the databases reviewed; however, numerous surrounding properties are reported in these databases within the AAI search requirements. None of these sites appear to represent an environmental concern to the proposed easement.
Essnova’s review of the regulatory database information did not identify any information indicative of a recognized environmental condition to the proposed easement.
Wetlands and Natural Areas
Based on the NEPA Report National Wetland Inventory (NWI) wetlands were identified on or within one-half mile of the proposed easement. No Natural Areas were identified on the proposed easement and in the surrounding area. Information from the NEPA Report can be found in the applicable preceding section of this report and in Appendix B.
Proposed Easement and Adjoining Property Current and Historical Use
Based on the Richland County, Ohio parcel map and property information, the proposed easement is identified as one parcel consisting of agricultural land. The proposed easement is listed as owned by Buck Run LLC.

Based on the USGS Mineral Resource Mapping System, no mines are located on or within one-mile of the proposed easement.
Review of Additional Web-Based Resources
During the review of additional web-based resources including state, county, and local web-based searches, Essnova reviewed specific web-based information concerning the proposed easement and surrounding areas. Potential environmental concerns were/ noted on the proposed easement and in the surrounding areas that appear to have the potential to adversely impact the proposed easement, as further discussed below.
▪ Agricultural activities may occur on the proposed easement and in the areas surrounding the proposed easement. Because of this, there is a potential for runoff issues and the current and/or historical usage of fertilizers, pesticides, herbicides, and storage tanks associated with typical agricultural practices.
▪ Farm support structures where agricultural chemicals are likely used, stored, and mixed are located near the proposed easement. Because of this, there is a potential for soil and groundwater contamination resulting from current and/or historical usage of fertilizers, pesticides, herbicides, and storage tanks associated with typical agricultural practices.
▪ A road borders the proposed easement. This has the potential for impacting the proposed easement soils and groundwater due to accidental spills, roadbed materials, and runoff.
▪ Railroad tracks are depicted on or adjacent to the proposed easement. Herbicides are often applied to railroad tracks to prevent vegetation growth and railroad ties can often be treated with wood treatment chemicals, such as creosote. Creosote, a compound containing 85% polycyclic aromatic hydrocarbons (PAHs) by weight, is commonly used in the wood-preserving industry to treat railroad ties and timbers for marine use. Creosote is produced in coke ovens and contains substantial amounts of benzo(a)pyrene and other PAHs. Creosote is characterized as a dense, non-aqueous phase liquid (DNAPL) that has contaminated soil and groundwater at many wood preserving sites.
▪ Review of the EPA Water Information website indicates the Town of Lexington-Clear Fork
Mohican River that traverses the proposed easement was known to be impaired by
Escherichia Coli (E. coli) and sedimentation/siltation. Additional investigation would be required to determine whether the proposed easement may be impacted as a result of these previously-identified impairments.
Based on this web-based review, it appears that potential environmental concerns were identified with the potential to impact the proposed easement, as discussed above. In accordance with the
NRCS-provided Scope of the Environmental Database Search, this written report does not include any recommendations by Essnova or the Environmental Professional providing this assessment. It is solely designed to discuss Essnova’s summary of findings related to the presence of environmental issues and liabilities associated with the proposed easement.
