1 INTRODUCTION

The Mississippi Farm Service Agency State Office requires moving services to assist with disassembling, packing, moving, and storing files, records, furniture, supplies, equipment, as well as storage services to store goods while the building is being renovated and other agency belongings during the lessor’s major renovation.

1.1 Mission

The Farm Service Agency mission is to equitably serve all farmers, ranchers, and agricultural partners through the delivery of effective, efficient agricultural programs for all Americans.

1.2 Background

The Mississippi FSA State Office requires the services of a moving company to provide moving services and rent storage containers during a planned renovation of the current FSA State Office space which is scheduled to start on September 16, 2024. The State Office will undergo a renovation process for approximately 5 months and needs to secure the office furniture and equipment in containers that will be placed outside of the Office facilities.

1.3 Scope

The contractor will be required to provide labor, supervision, materials and other items necessary to disassemble, pack, move, and store agency items.

Moving and packing services are required at the USDA FSA Office at Mississippi Farm Bureau Federation Building, 6311 Ridgewood Rd, Suite W100 Jackson, Mississippi 39211. Moving services should begin the week of September 9, 2024.

The contractor will work to disassemble, pack, and move about 40 offices. Storage container needs to be located in the fenced parking lot next to Ridgewood Road before the start of moving goods. Contractors will pack, move, and store items from FSA space to trailer storage units outside the building within the secured gates of the facility.

Movers will be moving all active files to a dedicated trailer for FSA employees to access during the renovation period. All files will be in locked filing cabinets and always locked unless specific files are needed.

Movers will be needed Monday, September 9, through Friday, September 13, 2024. The Contractor needs to be available for the move to disassemble, pack, and move items to storage units on site. Movers are expected to return to the location to set up office space with furniture stored in the trailer units.

Movers will be expected to re-assemble furniture including desks, tables, chairs, credenzas, etc. Movers will also be expected to relocate all electronic items such as monitors, map plotters and copiers back to the newly renovated FSA space.

All belongings of FSA will need to be disassembled, packed, and stored onsite for approximately 5 months. The moving service company need to secure (8) eight 40-foot steel containers to be stored in the parking lot for approximately 5 months beginning September 9, 2024 prior to the renovations scheduled to begin September 16, 2024, and conclude around the end of January 2025.

The moving service is required to disassemble furniture, pack, and move all FSA contents from the office building into storage containers in the parking lot. The moving service will be responsible for returning all stored furniture, supplies, equipment, cabinets, tables, chairs, etc. back into the renovated FSA space.

One storage trailer is needed to house active files for employees to have access to throughout the renovation period. The trailer should be situated in such a way for easy access to the entry door and to files inside the trailer. Filing cabinets should be parked along the walls of the trailer with a walking area as well as room to open file drawers in the trailer.

The agency plans to coordinate the moving of furniture for about 40 offices plus cubicles to include disassembly of furniture including desks, credenzas, tables, chairs, etc. to remove through the doors and out into storage locations.

The attached spreadsheet lists the FSA belongings (files, furniture, equipment, supplies) to be moved from the office space into storage containers.

The vendor will be required to move the pallets of equipment and rolling equipment to a location within the building. An alternative storage space is being worked out between the lessor and FSA regarding the storage of computer monitors, map plotters, and three copiers, which cannot be stored outside in the elements during the hot summers and cold winter.

Movers will be needed to return all stored belongings from the stored containers back to the renovated office space. All the stored files, furniture, equipment, supplies, and etc. will need to be moved back into the newly renovated space and office spaces/workstations setup to meet the need of FSA employees in January, 2025.

If the renovation process is delayed, the Government will notify the contractor and a bilateral modification will be executed to extend the Period of Performance.

2 GENERAL REQUIREMENTS

This section describes the general requirements for this effort.

2.1 Non-Personal Services

The Government shall neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees, except for the site lead. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor’s responsibility to notify the Contracting Officer, in writing, immediately.

2.2 Contractor Personnel Qualifications

The Contractor shall accomplish the assigned work by employing and utilizing personnel who have the knowledge and experience dealing with this type of office equipment.

2.3 Location and Hours of Work

The contractor will work to disassemble, pack, and move about 40 offices. The movers will have access to the entire West Wing of the first floor of FSA rented space.

Work under this contract is performed at a private landlord’s facility. Normal agency workdays are Monday through Friday, except U.S. Federal Holidays. Agency employees typically work eight hours per day, 40 hours per week. Federal employee core hours of work are from 8:00 AM to 4:30 PM daily.

2.4 Invoicing

Invoices must be submitted electronically on a monthly basis through the Invoice Processing Platform (IPP) system and in accordance with the payment clause(s) in the contract at the end of the services.

3 REQUIREMENTS/TASKS

3.1 Requirement/Task 1 – Provide Storage Containers

Provide 8 (eight) 40-ft steel containers in the parking lot near the street inside the fence.

3.2 Requirement/Task 2 – Disassemble and Pack

Disassemble, pack, and move all FSA belongings from the building into storage trailers in the facility’s parking lot. Identify a trailer for active files to be accessed throughout the renovation. Relocate electronic devices to a storage area within the Farm Bureau building as instructed.

3.3 Requirement/Task 3 – Reassemble and Unpack

Re-assemble, unpack, and setup furniture, desks, tables, chairs, credenzas, bookshelves, etc. into the newly renovated FSA Office space. Return the storage containers to the vendor in January, 2025.

4 DELIVERABLES/SCHEDULE

Timely completion of deliverables is essential to a successful outcome. Below are the required due dates for each requirement/task.

5 SPECIAL REQUIREMENTS

This section describes the special requirements that apply to this contract. The following sub-sections provide additional detail for each requirement.

5.1 Security

5.1 Identification of Contractor Personnel

Contractor employees (including subcontractors) who attend meetings, or work in situations where their actions could be construed as acts of Government officials, must clearly identify themselves as contracted employees with visual identification (e.g., wearing their contractor employee badge).

5.2 Insurance

The table below lists the kinds and minimum amounts of insurance required, as referenced in contract clause 52.228-5 (Insurance–Work on a Government Installation).

In addition, the contractor must provide coverage for any other risks as deemed appropriate, since the Government is not indemnifying the Contractor against any risks under the contract. A current duplicate (not machine reproduced) certificate of insurance must be submitted to the Contracting Officer (CO) for approval before the Contractor begins work under this contract duplicates of renewal certificates (not machine reproduced) obtained by the CONTRACTOR during the life of this contract must immediately be provided to the CO. Also, see the cause, "Insurance Additional Named Insured" below.

The insurance policy must contain an endorsement that any cancellations or material decreases in the coverage’s shall not be effective, unless the insurer or the Contractor gives advance written notices of cancellations or changes in accordance with the CO's instructions.

All premiums or costs incurred to comply with these insurance requirements will be paid by the Contractor. If the Contractor already has an organizational policy in effect, the CO requires evidence that it satisfies all the above stated requirements. The Contractor is required to provide such evidence as deemed necessary by the Contracting Officer before a notice to proceed with contract performance issued.

The Government reserves the right to disapprove the purchase of any insurance coverage not in the Government's interest.

This contract requires that all insurance coverages be kept in full force and effect until all contract work is completed; the insurance requirements also apply to subcontractors.

The Government will not be responsible for any losses, damages, or liabilities beyond the amounts, limits, and conditions of the above-required insurance.

The requirement of contract clause 52.228-5 is hereby supplemented to provide that the general liability policy shall name "The United States of America, acting by and through Farm Service Agency," as an additional insured with respect to operations performed under this contract.
