STATEMENT OF WORK FOR NRCS-WA WRP FENCE
NEST#: 66054611015SW
Technical Contact: Carlee Elliott, State Easement Program Manager, 509.323.2920 or carlee.elliott@usda.gov
Performance Time: The work is expected to be completed within eight weeks of initiation, barring any unique difficulties that may arise. The area will likely be dry enough for the work to commence beginning in late May-early June for all bid items. Due to the potentially wet nature of the site, flexibility will be allowed for timing to accommodate site conditions. We expect wet soil conditions any time of year and are willing to work, within reason, with a qualified contractor on timing/difficulties that may arise once work has commenced.
Statement of Work to be Performed:
• T-post removal – unknown amount spanning 11,370 feet of fence line.
o Each t-post removed will be replaced by a new T-post, per survey markers present.
• H-brace removals – all braces need to be removed and replaced.
• 4-strand, wildlife friendly field fencing installation – 11,370 feet.
o Minimum top diameter of 5” and minimum length of 7’.
o New wire will be strung on all new sections of fence
• Four (4) wildlife crossings to be built according to “Attachment 3 Drawings and Job Sheets” page 10 and 20 of 25.
• Temporary electric fence may need to be installed if neighboring livestock are present.
Statement of Work Narrative:
The fencing surrounding the WRP was originally installed prior to acquisition as an all t-post, barbed wire fence. Due to soft or saturated ground, those original t-posts have sunk, lowering the fence height to where cows can easily access the easement. The t-posts continued to sink, dragging down the wire.
The work to be performed will be to remove the old t-posts and replace them with T-posts where possible and not difficult terrain, replace any existing wood posts that are severely degraded, restring/tighten the wires per wildlife friendly spacing requirements, remove and replace any fence structures that are degraded enough to preclude adequate tightening and mailto:carlee.elliott@usda.gov

Stability. Five (5) wildlife crossings to be installed on the west side of the easement where wildlife has been documented. The areas in need of the above work are the sections are shown on “Attachment 4 Maps”. It is critical that cattle be precluded from the site as restoration plantings have been installed that need to be protected from grazing.
Additional Information:
• Do all posts need concrete or just those used for structures?
o Only concrete for posts involved in structures. Line posts do not need concrete
• How many gates?
o 2 gates on East side of wetland easement, that swing south; cattleguard is preferred but not required.
• Is this a Davis-Bacon qualifying project?
o Yes
• Do the owners want to keep the salvaged wire or t-posts?
o No. Contractor is responsible for disposal.
• Can posts be pushed then tamped in or do they need to be placed in dug holes then filled/tamped?
o Posts can be pushed in by an excavator then tamped
