STATEMENT OF WORK
USDA NRCS
PLANT MATERIALS PROGRAM
Big Flats Plant Materials Center 3266 State Route 352 Corning, NY 14830
PROJECT OVERVIEW:
The Big Flats Plant Materials Center (NYPMC) is a 200-acre federal facility that tests plants and plant technologies. The NYPMC has an existing entrance way that is asphalt while the rest of the driveways and parking areas are gravel and earthen. These areas are used daily by government vehicles, passenger vehicles, and tractors and have lost their original structure over the years and need to be re-graded and re-surfaced. This Statement of Work (SOW) encompasses fine grading and resurfacing the driveway and parking areas around the NYPMC facilities as well as sealing and filling cracks of the asphalt entranceway. See diagram below for general layout of facility and driveway.
This SOW also encompasses the stripping, geotextile installation and building back the driveway for the NYPMC residential house.
Identified Responsible Personnel:
· Owner/Client: Shawnna Clark, BFPMC Manager
· NRCS Contract Officer (CO), Lauri Eipp
· NRCS Contract Officer Representative (COR), Ron Young
· Contractor shall mean the firm responsible for the performance of the work.

· Establish right-of-way lines and construction lines boundaries in advance of the work.
· Contact utility companies for location of all utilities within the project area or for verification that none exist within the boundaries of the construction area.
2. The area outside of the limits of construction should not be disturbed.
3. Soil type and slope, will be evaluated by the Contractor and accepted and documented by the COR & Owner prior to installing the next layer of material.
Materials:
· All material to be used will be new, clean and meet the specifications below:
· Base course material will be type 'C' Base material. A crushed 37mm (1&1/2 inch) minus aggregate consisting of gravel, sand and specific amounts of clay.
· Material requirements are as follows: 100% of the material to pass a 1-inch sieve, but allows up to 20% of the stone to be retained on the 3/4 inch sieve.
· Topcoat material will be NYS DOT Item 667 03 Type C material.
· If the contractor requests using a different material other than what is specified in this SOW above, the submittal will include material specifications verifying that the material will meet the traffic demands and remain reasonably stable in wet and dry conditions, and be aesthetically appealing.
Compaction Requirements:
· Compaction of material is required prior to placement of any subbase or topcoat material. Placement of materials on mud, wet or saturated earth, uncompacted fill or frozen subgrade will not be permitted.
· The material is to be placed in layers not exceeding 4 inches thick prior to compaction.
· Vibratory rollers and plates are acceptable compaction methods. Using construction equipment passes and packing with excavator buckets are not allowable methods of compaction.
· Add water as needed to ensure proper compaction.
NYPMC Facility Driveway & Parking Area
· Prior to resurfacing the facility driveway and parking areas, the following areas need to be graded and reshaped:
· Curved areas where the existing driveway material has been displaced by traffic.
· Deep holes and depression where storm water accumulation occurs (puddling)
· Around building foundations to ensure positive drainage for all surface and subsurface flows away from the buildings. This includes ensuring that there is no accumulation in the driveway occurring from the areas around the buildings.
· Reconstructed surfaces should be finished to within ± 0.5% of the typical section cross slope (crown that will be established on the final gravel surface).
· The new road surface must match existing driveways, field and entrances
· Most of the existing driveway and parking area conditions are currently smooth and packed. Light scarification is needed, to break the crust and ensure proper bonding occurs between the new and existing material is required.
· Placement of subbase and topcoat materials shall be on compacted and dry surfaces. Placement of materials on mud, wet or saturated earth, uncompacted fill or frozen subgrade will not be permitted.
· Installation of subbase material for proper grading and shaping, will be installed in accordance with requirements stated above. This material will be compacted in accordance with requirements stated above.
· Install 4” of NYS DOT Item 667 03 Type C material as topcoat for the driveway and parking areas. This material installed and compacted in accordance with requirements stated above. Contractor may provide a submittal if they wish to use a different material.
SEALING ENTRANCEWAY
· Reseal and fill cracks of NYPMC asphalt entranceway.
· Clean and prep the driveway before applying the sealer
· Use premium products with high quality resins and UV stabilizers that contain filler and elastomeric material
Residential Driveway
· Remove vegetation and topsoil to an elevation that will allow final driveway surface to daylight to existing ground upon installation completion. The reconstructed surface should be finished to within ± 0.5% of the typical section cross slope (crown that will be established on the final gravel surface).
· Install non-woven geotextile on driveway area. All surfaces shall be compacted in accordance with requirements stated above prior to geotextile installation.
· Placement of subbase and topcoat materials shall be on compacted and dry surfaces. Placement of materials on mud, wet or saturated earth, uncompacted fill or frozen subgrade will not be permitted.
· Install 8”-12” subbase material in accordance with requirements stated above. Subbase will be installed in layers and properly compacted in accordance with the requirements stated above. Make sure there is an adequate base depth to carry the anticipated loads and then place a layer of surface gravel as a wearing course.
· Install 4” of NYS DOT Item 667 03 Type C material topcoat. Compact material in accordance with the requirements stated above.
