About this file
This is a Questions and Responses document for the Arkansas procurement of Speech, Occupational, and Physical Therapy Services (S000000492). The contract represents a new solicitation following the expiration of the previous contract's seven-year maximum term. The solicitation requires bidders to respond for all therapy positions, which include Speech Language Pathology (SLP) at 32 hours per week with 8-hour daily shifts, Occupational Therapy services through two OTRs (40 and 22 hours weekly) and one COTA (24 hours weekly at 8-hour daily shifts), and Physical Therapy services through a PT position (up to 8 hours daily as needed) and a PTA (40 hours weekly at 8-hour daily shifts). The facility has expressed interest in retaining current staff if a new vendor is selected.
The procurement process requires mandatory bidding on all therapy positions, with subcontracting permitted only when necessary to fulfill service delivery requirements. The state did not disclose the estimated budget, incumbent vendor identity, current pricing rates, or other cost information in the question and response process, citing that such information was not necessary for responsive bidding. The facility prioritizes continuity of care by preferring to maintain existing therapy staff under any new vendor arrangement.
