About this file

This is an Official Solicitation Price Sheet (S000000413) for a Third Party Administrator (TPA) Transformation and Shared Services Employee Benefits Division contract for the State of Arkansas. The solicitation covers comprehensive health insurance and medical management services for an estimated 144,000 members over a seven-year contract period. The procurement includes detailed pricing requirements for health insurance services, medical management, employee assistance programs, provider discounts, and claims repricing across multiple service categories.

The pricing structure is complex, with prospective contractors required to submit per member per month (PMPM) fees across various service categories including general administrative services, claims administration, network administration, access fees, reporting, accounting, and medical management services. The solicitation uses a low-cost determination methodology that calculates a seven-year estimated cost, combining both service fees and allowed claims costs. Key evaluation components include provider network discounts, claims repricing data, and detailed service breakdowns, with the total contract value based on aggregate pricing across health insurance and medical management services for the state's employee benefits program.
