About this file

This document provides written questions and responses regarding a state and local contract opportunity issued by the Arkansas Department of Transformation and Shared Services Office of State Procurement (TSS OSP) on behalf of the Arkansas Department of Agriculture. The solicitation is for the procurement of a triple quadrupole mass spectrometer and a high pressure liquid chromatograph (HPLC) system. The bid requires detailed pricing for the instrumentation, implementation services, and a one-year warranty. The technical specifications outline requirements such as polarity switching speed, signal-to-noise ratio, and instrument detection limit. Bids must be submitted through the state's ARBuy eProcurement system by July 29, 2024, and the contract is expected to be awarded to the responsive and responsible bidder with the lowest bid that meets the stated requirements.

The written questions and responses indicate that certified refurbished instruments are acceptable with a two-year warranty, on-site field service requirements can be met through 48-hour telephone response, and payment will occur within 14 days of installation rather than an undefined inspection period. The procurement documents do not specify any set-aside designations or restrictions on the types of organizations that can respond, nor do they include details on the possible award value, budget range, incumbent vendors, current infrastructure, or technology integration requirements.

QUESTION # SOLICITATION

SECTION QUESTION RESPONSE

Does this bid accept an instrument that is Certified Refurbished to Manufacturer Specifications with One Year Warranty? Or is new OEM required?

Certified Refurbished is acceptable, however we would like for the warranty to be two years instead of the proposed one.

2 2.3, F.1.

Section 2.3, F.1. - Vendor cannot meet the on-site field service requirements in this section. Vendor can provide a telephone response within 48 hours only during business hours Monday - Friday. Is this acceptable?

This is acceptable.

3 3.5, A.1.

Section 3.5, A.1. - Vendor does not accept an undefined or unlimited timeframe for inspection prior to payment. Vendor proposes that inspections that affect the payment for any products take place within 14 days of delivery. Is this acceptable?

Due to the nature of receiving this type of instrumentation, and the time that it could take from receipt to installation, we would like to state that payment would occur within 14 days of installation.
