About this file

This document contains Questions and Answers related to an Invitation for Bid (IFB) for Airborne Fire Suppression Services, issued by the Arkansas Forestry Division. The IFB defines the requirements for providing aerial firefighting services to Pulaski County and the city of Little Rock. Key details include the definition of an acceptable "Base of Operations" within 40 aeronautical miles of the Malvern Municipal Airport, and a requirement for two aircraft to be made available for an exclusive use period from August through November. The IFB also specifies response time performance standards, which the agency intends to maintain at the current timeframe rather than adopting the industry standard 15-minute response.

The IFB does not require vendors to commit a third aircraft to be held in reserve without guarantee of usage. Pricing terms, set-asides, and funding sources are not addressed in the Questions and Answers. The current incumbent provider and contract value are also not specified.

Specific IFB Language Question Answer

1 Page 1 Submission Deadline

Please clarify if the Bid Opening Date and Time are used synonymously with the Bid Submission

Deadline Date and Time.

Yes, Bid Opening Date and Time is synonymous with the Bid Submission

Deadline Date and Time.

2 Page 2 & Pages 11-12 Base of Operations, Sections 1.4.D and 2.15.A

The definition of Base of Operations is stated on

Page 1 to be an airport located within forty (40) aeronautical miles of the Malvern Municipal Airport.

Page 12 lists five other airports that could be used as Base of Operations. Are both definitions applicable to the resulting contract(s)?

Yes, both are applicable.

3 Page 6 Exclusive Use Requirements, Section 2.2.D.2

For the exclusive use period of August-November, a third aircraft is requested to be made available. As written, the aircraft would be unavailable for other work in order to meet the terms of the IFB.

Essentially this aircraft would be dedicated to the

Exclusive Use contract without payment until called up, if at all. Is it the State?s intent to request a vendor to commit an aircraft with no guarantee of usage?

No, we only intend to use the two aircraft, any other aircraft would be available as needed only. We would not require an aircraft to be held in reserve.

4 Pages 7 and 14 Readiness Levels and Performance Standards, Sections 2.5.A and 2.21

The industry standard response time for Federal contracts is fifteen (15) minutes. This allows the pilot to gather information about the dispatch (i.e., weather at the incident, resources on scene, fire behavior and complexity, etc.) and to then conduct a risk assessment. To be conducive with safe operations, it is recommended these sections be updated to reflect the standard 15-minute response time.

We have never had an issue with the response times as they are wrtitten.
