About this file
This is a Certified Disadvantaged Business Outreach Plan attachment for the State of Oregon, acting through the Oregon Health Authority at Oregon State Hospital, for an Invitation to Bid (ITB) concerning non-ligature shower curtains in various sizes. The outreach plan establishes the bidding entity's commitment to engaging certified disadvantaged business enterprises (DBEs) in the procurement process. The plan details strategies for notifying and encouraging participation from minority-owned, women-owned, and other disadvantaged business vendors through targeted outreach communications, advertisement placements, and direct solicitation efforts designed to expand the bidding pool beyond traditional vendor networks.
The outreach plan serves as a compliance document demonstrating the bidding organization's good-faith efforts to include disadvantaged businesses in the procurement opportunity. By implementing structured outreach methodologies and documented notification procedures, the plan aims to create equitable access to bidding opportunities and promote economic participation among underrepresented business communities. This attachment is a prerequisite component of the bid submission package, ensuring that the awarded contractor will actively facilitate disadvantaged business participation in subcontracting and procurement activities related to the non-ligature shower curtain contract.
