About this file

This is a Request for Grant Proposal (RFGP) issued by the Oregon Health Authority (OHA) for an Oral Health Workforce Grant focused on teledentistry expansion funding. The proposal solicitation (OREGON BUYS #44300-00015624) is available as of January 8, 2026, with a submission deadline of February 6, 2026, at 3:00 p.m. PST through the OregonBuys e-procurement system. OHA seeks proposals from dental care organizations, private dental clinics, Federally Qualified Health Centers (FQHCs), and other health care organizations to expand teledentistry services and oral health care access in Lane County. The allowed uses for funding include procurement of teledentistry-related equipment (mobile patient chairs, intra-oral x-ray machines, cavitrons), recruitment costs (hiring bonuses for dentists, travel to community-based health centers), and supplies for preventive oral health services (silver diamine fluoride and service-related supplies). The evaluation panel will review proposals between February 11-18, 2026, with recipients and non-recipients notified by February 23, 2026. The grant cycle will begin March 2, 2026, with a 24-month implementation period and ongoing sustainability expectations beyond the funded period.

OHA has allocated $50,000 for one recipient under this grant opportunity. Proposals will be scored based on three core values: augmenting or creating a teledentistry program with trained professionals to provide comprehensive preventive oral health services, addressing oral health workforce shortages, and increasing access to care in rural and underserved areas. Evaluation criteria include project abstract summary and problem statement (10 points), organizational capability (20 points), and evaluation plan (10 points). Proposers must demonstrate financial investment beyond the grant funds sought, leverage existing community resources, and provide detailed sustainability plans. Selected recipients must maintain $1,000,000 per occurrence/$2,000,000 aggregate commercial general liability insurance, submit annual expenditure reports, provide semi-annual evaluation effectiveness reports to OHA's Clinical Supports, Integration, and Workforce Unit, and attend bi-monthly check-ins with OHA staff. The Sole Point of Contact is Suzanne Christman at the OHA Office of Contracts and Procurement; all questions must be submitted via the OregonBuys Q&A tab by January 21, 2026.
