About this file

This Price Proposal Submission Form is for RFP S-44000-00016831, issued by the Oregon Department of Consumer and Business Services, Division of Financial Regulation, for Automobile Insurance Rating Actuarial Services. The contractor shall develop a work plan for conducting actuarial analysis on automobile insurance data, followed by delivery of a five-year lookback report and subsequent annual reports over a four-year period. Proposers must submit the signed form in OregonBuys prior to the bid opening date of July 8, 2026 at 2:00 PM PT. The contract term encompasses the initial work plan development and five years of reporting deliverables.

Proposers must meet minimum qualifications including five years of actuarial and analysis experience within the last seven years, assign analyst(s) with a minimum three years of experience, and employ or contract with qualified actuaries who are Fellows or Associates of the Casualty Actuarial Society or Members of the American Academy of Actuaries. The price proposal requires submission of hourly rates for various positions and fixed costs for each of the seven deliverables: the work plan, five-year lookback report, and five subsequent annual reports. The agency will not enter price proposals in the OregonBuys items tab and requires proposers to enter only $1.00 as a placeholder cost. The price proposal must remain firm for 180 days from the bid opening date. Price evaluation will be conducted by the Single Point of Contact using a comparative scoring formula based on the lowest proposed price, with travel costs to be negotiated separately if requested by the agency.
