5. Authorized Purchaser Overview

The Department of Consumer and Business Services (“DCBS”) is Oregon’s largest consumer protection and business regulatory agency and is a resource to consumers and businesses in areas involving building safety, finance, and workplace health and safety.

The mission of DCBS is to equitably protect and empower consumers and workers while maintaining a predictable yet innovative regulatory environment for the business we regulate. DCBS is comprised of the following divisions: Building Codes Division, Division of Financial Regulation, Occupational Safety and Health Division, the United Health Plan Governance Board, the Workers’ Compensation Board and the Workers’ Compensation Division.

DCBS employs approximately 1,000 persons staff statewide. Staff is located in the DCBS central office in Salem, Oregon, as well as field staff throughout the state including hybrid and full remote staff.

The DCBS Office of Equity (“Authorized Purchaser”), which is nested in the Director’s Office, grew from the DCBS Diversity and Inclusion Program and serves DCBS across all divisions.

The Director of the Office of Equity is responsible for the execution and operationalization of diversity, equity, inclusion and belonging for DCBS. The Office of Equity’s mission is to develop and implement DCBS policy and programming while providing leadership and communication in areas of equity, diversity, inclusion, and belonging (DEIB) in the business lines of DCBS and to all employees in their work.

The Office of Equity also oversees the DEIB Council that is comprised of representatives from all DCBS divisions and designed to serve as an advisory body to DCBS and work to support the DCBS Office of Equity. It serves as a promoter for achieving the DCBS’s diversity and inclusion initiatives and business needs through effective culture-change strategies.

6. Project Description:

Authorized Purchaser is seeking a training specifically focused on the belonging component of diversity, equity, inclusion, and belonging (DEIB). The training will be presented either in a virtual platform or as a hybrid environment to all of DCBS’s nearly 1,000 employees, with additional in-person sessions for DCBS leadership, currently 32 employees, and DCBS’ DEIB 20 Council members. The training would ideally be in a hybrid environment and spread across multiple sessions and days (a training series).

The focus of the belonging training series should give all staff a foundation of what belonging in a workplace looks like and provide skills to foster more inclusive environments. DCBS leadership and DEIB Council sessions will have more in-depth training and coaching on incorporating belonging into their practices.

BVA Bid #: S-44000-00015417 DEIB Training Page 3 of 16

It is imperative that the awarded Consultant is highly familiar with concept of incorporating a culture of belonging into a workplace and facilitating conversations that lead to personal and professional growth. In order for a SOC to be awarded, the Consultant must provide evidence based outcomes and/or data related to their effectiveness in the area of belonging. Expertise working with state government agencies and underrepresented groups is desired but not required.

Authorized Purchaser anticipates multiple training sessions covering the same material based on number of DCBS staff. This training series should take no more than 12 months to complete, from execution of the SOC with the awarded Consultant to the final training session/wrap-up activity. Ideally, all of the training components involving DCBS staff should take place between March 2026 to July 2026. This training will require some in-person travel to Salem, Oregon and travel will be included the total budget and not paid/reimbursed separately.
