About this file
This is a Justification and Approval (J&A) document for contract award on a sole source basis by the Department of the Navy, Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Everett Detachment, Contracts Division Code 451.
The action awards six out-of-scope work specifications as additions to delivery order N4523A26F0507 to Integrated Marine Services, Inc. under a Continuous Maintenance Availability (CMAV) for a naval vessel at Naval Station Everett. The required services include: providing a Standby Emergency Diesel Generator (SEDG) while High Pressure Air Compressors (HPACs) Numbers 1 and 2 are out of service (RCC 5N); repairing the Number 1 HPAC including frame and subbase replacement (RCC 7N); drying and cleaning ventilation ducting due to seawater intrusion (RCC 9N); cutting, replacing, and welding leaking seawater service piping in the fan room and CWIS Magazine (RCC 10N); repairing forward and aft OE-82 antenna cables due to corrosion (RCC 18N); and repairing the HF antenna cable in Uptake Engine Room Number 2 and Antenna 2-2 platform (RCC 19N). All work must be completed before the availability's execution end date. The sole source justification is based on unusual and compelling urgency under 10 U.S.C. § 3204(a)(2) and FAR 6.103-2, as these repairs address Category 3 and 4 Casualty Reports (CASREPs) that would render the vessel unable to meet mission requirements if not completed during the current availability. The original delivery order was competitively solicited under the NAVSEA IDIQ-MAC contract vehicle. No presolicitation notice is required due to the urgent nature of the requirements.

DEPARTMENT OF THE NAVY
PUGET SOUND NAVAL SHIPYARD
AND INTERMEDIATE MAINTENANCE FACILITY
1400 FARRAGUT AVENUE STOP 2090
BREMERTON WASHINGTON 98314-2090 IN REPLY REFER TO:
J&A No. 26-14JA
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
The Naval Sea Systems Command, Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Everett Detachment, Contracts Division Code 451.
2. Description of the Action Being Approved.
Award of a contract action on a sole source basis for the addition of six (6) Out of Scope Work Specifications to delivery order N4523A26F0507, awarded to Integrated Marine Services, Inc. on 24 April 2026 for the
Continuous Maintenance Availability (CMAV). All work must be accomplished at Naval Station Everett before the availability's execution end date of .
In accordance with FAR 6.103-2(d), due to the unusual and compelling nature of the work, this Justification and Approval determination is being completed after Notices to Proceed (NTPs) have been issued for Requests for Contract Changes (RCCs) 5N, 7N, 9N, 10N, 18N, and 19N. All physical work has been completed for RCCs 5N, 7N, 9N, 10N, 18N, and 19N as of
3. Description of Supplies/Services.
Provide all services required to:
Provide a Standby Emergency Diesel Generator (SEDG) while the Number 1 and 2 High Pressure Air Compressors (HPACs) are out of commission for repairs during this availability as required per RCC 5N;
Repair the Number 1 High Pressure Air Compressor (HPAC) located in Engine Rooms Number 1 (4-174-0-E) including replacing the frame and subbase as required per RCC 7N;
Dry and clean ventilation ducting due to seawater intrusion caused by a hole in the fan room (01-300-4-Q) side of the coupler as required per RCC 9N;
repairs related to Category 3 or 4 CASREPs during this CMAV availability would be expected to cause harm to the Government by directly mission.
Additionally, it is noted that the Congressional Budget Office (CBO) has estimated the value of having a ship of this class representing harm to national security readiness and taxpayer-funded utility of the vessel.
For RCC 5N, a Standby Emergency Diesel Generator (SEDG) must be provided. In response to category 3 CASREPs, the US Navy has urgent and compelling need to repair the Number 1 and 2 High Pressure Air Compressors (HPACs). If not accomplished during the current CMAV availability, the work required on the Number 1 and Number 2 HPACs has the potential to become ship disabling. While the Number 1 and 2 HPACs are out of commission, an SEDG located on the pier adjacent to the vessel is required because the supply of high pressure air required to start Main Generator 3 (Gen 3) will not be available. If shore power is lost, the Ship must have the ability to turn on Gen 3 to supply power to the vessel. It is noted that Gen 1 and Gen 2 were not operational during this period due to ongoing maintenance issues.
For RCC 7N, in response to a category 3 CASREP, the US Navy has an urgent and compelling need to repair the Number 1 HPAC located in Engine Rooms Number 1 (4-174-0-E) including replacing the frame and subbase. If not accomplished during the current CMAV availability, For RCC 9N, in response to a category 3 CASREP, the US Navy has an urgent and compelling need to dry and clean ventilation ducting due to seawater intrusion caused by a firemain leak. If the ventilation is not cleaned during the current CMAV availability, it will increase the risk of mold growth from the seawater introduced to the system, leading to the ship being unable to operate its ventilation system. Without an operable ventilation system, the ship is considered uninhabitable and the crew cannot live aboard the vessel.
For RCC 10N, in response to a category 3 CASREP, the US Navy has an urgent and compelling need to cut, replace and weld leaking seawater service piping located in the Fan Room (01-300-4-Q) and CWIS Magazine (01-300-2-M). This will enable adequate functionality of the fire suppression system for the CWIS magazine. If not accomplished during the current CMAV availability, the work required on the seawater service piping has the potential to prevent operation of the magazine sprinklers and could flood the ship due to the fan room not being watertight.
For RCC 18N, in response to category 4 CASREPs, the US Navy has an urgent and compelling need to repair forward and aft OE-82 antenna cables R-RA162 (A02), R-RA156 (A02), R-RA157 (A02) and R-RA158 (A02) due to extensive corrosion within stuffing tubes crushing both the adapter shields and cables. The requirement for RCC 18N was discovered upon open and inspection which revealed work that could not have been identified prior to the current CMAV availability. If the work required on the OE-82 cables were not accomplished during the current CMAV availability, the Ship would
For RCC 19N, in response to a category 4 CASREP, the US Navy has an urgent and compelling need to repair the HF antenna cable located in Uptake Engine Room Number 2 (02-242-0-Q ) and the Antenna 2-2 platform on the 05 Level, Frame 246, Centerline. The requirement for RCC 18N was discovered upon open and inspection which revealed work that could not have been identified prior to the current CMAV availability. If the work required on the OE-82 cables were not accomplished during the current CMAV availability, the Ship would
To meet DDG fleet mission requirements, this work must be executed during the current from
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Delivery Order N4523A26F0507 was initially solicited competitively under NAVSEA IDIQ-MAC utilizing FAR Part 16.5 procedures. No additional market research was conducted because it is not practicable, due to the urgent nature of these requirements discussed in paragraph 5 above, for any company other than Integrated Marine Services, Inc. to provide the required supplies and services.
In accordance with FAR 5.101(2), a presolicitation notice is not required when using other than full and open competition per FAR 6.103-2 due to the unusual and compelling urgency of the action.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable in accordance with FAR 15.404-1.
8. Actions to Remove Barriers to Future Competition.
The Navy will continue to conduct competitive acquisitions for future maintenance requirements to the maximum extent possible.
The workload forecast for FY26 for Navy West Coast is robust and continues to grow. The Navy is committed to performing market research while monitoring and evaluating the ship repair industrial base and providing fair opportunity to all capable contractors.
