About this file

This document is an Attachment F - Certified Disadvantaged Business Outreach Plan for a Request for Proposals (RFP) issued by the State of Oregon for Third-Party Employer of Record Services. The RFP is applicable to Marion County and the City of Salem. The plan requires proposers to describe the steps they will take to solicit certified minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses for subcontracting opportunities if awarded the contract. Proposers must indicate if they are a certified firm themselves and provide a list of certified firms and non-certified minority/woman/veteran/small businesses they have previously worked with. The plan also asks proposers to describe any subcontracting opportunities and their willingness to report subcontractor identities and subcontract values to the state's COBID program.

The RFP does not provide any details on pricing, funding sources, or incumbents. However, it emphasizes the importance of providing certified firms equal opportunities to participate in the performance of the contract.
