About this file
This is an Omwesb (Minority, Women, and Emerging Small Business) Outreach Plan attachment template for Oregon state procurements, specifically referenced in relation to Marion County's RFP S-25700-00001103 for Emergency Response Plan Consultant services. The document serves as a standardized form that offerors must complete to demonstrate their commitment to providing equal opportunities for certified firms in contract performance. The template requires offerors to disclose their own certification status under Oregon's Certification Office for Business Inclusion and Diversity (COBID), identify past contractual relationships with certified and non-certified minority or disadvantaged business enterprises, and outline anticipated subcontracting opportunities if awarded a contract.
The outreach plan requires offerors to describe specific steps they will take to solicit certified firms for subcontracting, identify subcontracting opportunities with approximate dollar values, and confirm willingness to report subcontractor identity and contract values to COBID upon contract award. Certified firms eligible for participation include businesses certified as minority-owned (MBE), woman-owned (WBE), service-disabled veteran-owned (SDV), disadvantaged (DBE), or emerging small businesses (ESB). This outreach plan is not scored as part of the formal evaluation process but serves as a mandatory compliance document demonstrating nondiscrimination and good-faith efforts to ensure certified firms have equal opportunity to compete for and participate in state-funded contract work. The form applies to any procurements where subcontracting opportunities may exist.
