About this file

This is a Pre-Bid Questions and Answers memorandum dated March 20, 2026, prepared by AVI Professional Corporation for the City of Cheyenne, Wyoming regarding Bid S-19-26, the Storey Boulevard Extension Construction project. The document addresses 38 pre-bid questions submitted by potential contractors regarding the scope of work, which encompasses approximately 1.2 miles of roadway extension between N. College Drive and Whitney Road. Key clarifications include specifications for crushed base thicknesses ranging from 4 to 8 inches depending on application, removal of bid alternates with all items now incorporated into the base bid, elimination of the potholing utilities line item with such work becoming subsidiary to other bid items, and removal of the magnesium chloride treatment from the bid schedule. The questions and responses cover critical bid items including concrete paving, asphalt approaches, mailbox assemblies, landscape block wall design, manhole adjustments, fencing removal and reset, and drainage structures. Sealed bids were due March 31, 2026, with the award to the lowest responsive and responsible bidder.

The responses clarify that crushed base will be paid by weight tickets and that certain elements previously questioned as incidental are separately billable items, including crushed base under mailbox pads and fillet payments. The City of Cheyenne will obtain the required WYDOT right-of-way permit on behalf of the contractor, with contact information provided for coordination purposes. A geotechnical report was performed and made available with the addendum. The addendum incorporated several changes including additional pay items for manhole adjustment, removal and reset of existing fence, and additional concrete fillets. The contractor is responsible for designing the landscape block wall to be stamped by a Wyoming Registered Engineer. No pricing information, set-asides, or incumbent contractor details are disclosed in this questions and answers document; contractors must reference the complete bid documents and specifications for detailed cost parameters and financial requirements.
