About this file

This document is a Notice of Intent to Participate issued by the State of Oregon, Department of Administrative Services, Procurement Services (DAS PS), related to a cooperative procurement led by the State of Minnesota on behalf of NASPO ValuePoint. The purpose of the procurement is to establish Master Agreements for the provision of public safety vehicle lights, sirens, warning, and accessories for participating states. The initial term of the Master Agreements is anticipated to be two years, with the option to extend for up to an additional three years. DAS PS intends to establish one or more Participating Addenda under the resulting Master Agreements to serve as price agreements on behalf of the State of Oregon, its agencies, and members of the Oregon Cooperative Procurement Program (ORCPP). The Master Agreements will be awarded through a Request for Proposal (RFP) process, and the State of Oregon may enter into Participating Addenda with all awardees, the awardee(s) who best meet the state's needs, or may elect not to participate at all.

The pricing for the products and services will be established through the Master Agreements, and the State of Oregon will be able to leverage the collective volume of potential purchases by participating states and local government entities to potentially achieve more favorable pricing. Interested parties may submit questions or comments about this Notice to the State of Oregon's Sole Point of Contact, and may also submit protests related to the Notice of Intent to Participate and the award of the Participating Addenda in accordance with Oregon's procurement laws.
