About this file
This is a Sole-Source Determination Memo issued by the Oregon Department of Human Services (ODHS) Office of Contracts & Procurement, dated October 5, 2026, establishing the justification for a non-competitive procurement of Posit Team software. ODHS, through its Office of Reporting, Research, Analysis and Implementation (ORRAI), seeks continued licensing, maintenance, and potential expansion of Posit Team—an integrated data-science platform supporting enterprise-level data analytics, predictive modeling, and machine-learning operations. The platform provides development, deployment, publishing, and governance tools in a single environment, with native support for both R and Python programming languages and integration with ODHS's Snowflake-based analytics infrastructure. The estimated total contract value is $325,000, with procurement occurring through SHI International Corp., the State-authorized reseller under DAS Master Price Agreement #PO-10700-00014971. The determination was approved by Kirk N. Rhoades, Designated Procurement Officer, with contract specialist Enrique Rodriguez managing the procurement. Protests must be submitted within seven calendar days of the first posting date on OregonBuys.
The sole-source justification is supported by market research findings demonstrating that Posit Team is the only product combining integrated development, deployment, publishing, and centralized package-management capabilities within a single system while maintaining compatibility with ODHS's existing analytics ecosystem and workflows. The Agency determined that alternative products lack the required compatibility and would necessitate significant redevelopment of existing analytics pipelines and increased infrastructure overhead. Posit Software, PBC, is the sole manufacturer of the platform, and SHI International is the only authorized reseller available under the State's Master Price Agreement. The Agency reserves the right to purchase additional goods and services, including expanded licensing, maintenance, repairs, and training. Contact for the prospective contractor is Glenn Klausner at Posit Software, with inquiries or protests directed to Enrique Rodriguez at the ODHS Office of Contracts and Procurement.

Description of goods or services:
1. Background: This sole source justification applies to the purchase of:
This sole source justification applies to the continued licensing, maintenance, and potential expansion of Posit Team through DAS Master Price Agreement #PO-10700-00014971 with SHI International Corp., the State-authorized reseller.
ODHS, through the Office of Reporting, Research, Analysis and Implementation (ORRAI), requires the platform to support enterprise-level data analytics, predictive modeling, and machine-learning operations essential to Agency program work.
Posit Team provides an integrated data-science environment supporting data management, statistical analysis, quality assurance, development of predictive models, and deployment of machine-learning workflows. It also enables publication of dashboards, APIs, and analytic reports, and supports secure collaboration, centralized package governance, and reproducible research. The platform natively supports both R and Python and integrates with State data systems, including ODHS’s Snowflake-based analytics environment.
The Agency requires a platform compatible with its established analytics ecosystem and existing workflows. Market research identified Posit Team as the only product that combines development, deployment, publishing, and governance tools within one environment; supports both interactive and static reporting; minimizes infrastructure and DevOps overhead; and aligns with ODHS data systems and performance needs.
Posit is the sole manufacturer of the platform, and SHI International is the only authorized reseller available under the State’s Master Price Agreement.
Accordingly, procurement must occur through SHI to obtain the required Posit Team software.

Agency reserves the right to purchase additional goods, services to include expanded licensing, maintenance, repairs (unless available on DAS price agreement), or training.
3. Written findings of fact (market research):
The findings below must include factual information supporting the determination that meet the sole source requirement in statute.
Pursuant to ORS 279B.075, Agency must conduct market research that supports the assertion that there is only one source that can provide the goods or services.
Market research includes utilization of the internet, trade journals, agency vendor lists, professional organizations, studies, catalogs/industrial periodicals, vendor sources, yellow pages, etc.
For information technology contracts, any ownership or proprietary issues should be fully addressed with written documentation to support facts.
Agency must select at least one of the findings and prepare the determination as it specifically relates to the good or service being procured. More than one finding can be addressed. The findings are as follows:
Pursuant to ORS 279B.075 (2)(a): Provide findings supporting the determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source.
ODHS determined through market research that Posit Team (Workbench, Connect, and Package Manager) is the only platform fully compatible with the Agency’s existing analytics environment, which relies heavily on both R and Python for statistical analysis and machine-learning workflows. No alternative product evaluated provides an integrated environment that combines development, deployment, hosting, publishing, and centralized package management within a single system. Competing tools lack compatibility with ODHS’s established workflows, enterprise data systems, and existing Snowflake-based analytics infrastructure. The Agency found that replacement with any other platform would require redevelopment of existing analytics pipelines and significantly increased infrastructure and DevOps overhead.
Therefore, efficient utilization of existing goods requires the acquisition of compatible software available only from Posit, supplied through SHI International as the authorized reseller.
or
Pursuant to ORS 279B.075 (2)(b): Provide findings supporting the determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source. [Enter supporting documentation] or Pursuant to ORS 279B.075 (2)(c): Provide findings supporting the determination that the goods or services are for use in a pilot or an experimental project. [Enter supporting documentation] or Pursuant to ORS 279B.075 (2)(d): Any other findings that support the conclusion that the goods or services are available from only one source.

3. Findings to satisfy required standards:
Use of a brand name specification is unlikely to encourage favoritism in the awarding of public contracts or substantially diminish competition for public contracts because:

There is only one manufacturer or seller of the product of the quality, performance or functionality required; because:
There is only one manufacturer or seller of the product with the quality, performance, and functionality required because Posit Team provides proprietary capabilities that are essential to the Agency’s analytics environment. The platform delivers secure, configurable, and scalable data‑science and machine‑learning functionality that directly aligns with ODHS’s established enterprise workflows. Internal market research confirmed that no alternative tools offer an equivalent combination of integrated development, deployment, publishing, and package‑management features.
Technical reviews further demonstrated that other vendors cannot meet the Agency’s performance, interoperability, or security requirements. Because these capabilities are unique to Posit and cannot be replicated by competing mailto:glenn.klausner@posit.co products, Posit is the sole manufacturer of the required software, and acquisition must occur through SHI International as the authorized reseller.
or The efficient utilization of existing goods requires the acquisition of compatible goods or services because:
