About this file

This is a Sole-Source Determination Memo issued by the Oregon Department of Human Services (ODHS) Office of Contracts & Procurement for the Aging and People with Disabilities (APD) division. The procurement concerns an online learning community platform offering classes by and for older adults with accompanying live phone support. The service will provide statewide, unlimited access to educational classes created specifically for older adults, along with technical support available from 9:00 a.m. to 5:00 p.m. Pacific Standard Time and aggregate analytics on consumer usage. The contract term is two years, with agency authority to amend the contract for an additional two-year period and increase the Not To Exceed amount. No specific response dates, bidder conferences, or site visits are mentioned in the determination. Protests to this sole-source designation must be submitted within seven calendar days after the first posting date on OregonBuys via mail, fax, email, or hand delivery to Russell Brammer at the ODHS Office of Contracts and Procurement.

The estimated total contract value is $127,570.00 for the two-year period. The sole-source justification is based on the conclusion that services are available from only one source: GetSetUp, Inc., located at 1042 Fort Union Boulevard, Suite 101, Midvale, Utah 84047. The vendor selection is supported by GetSetUp's proven track record of programming valued by older adults, several years of governmental contracting experience with state Aging and Disability services agencies, and successful compatibility with GrandPad tablets currently provided to APD consumers. The procurement authority derives from DHS OAR 125-247-0275, OAR 125-246-0170(2), and DAS Delegation 649-11, as amended, citing ORS 279B.075(2)(d) regarding goods or services available from only one source. The contract specialist is Russell Brammer, and the procurement was dated August 6, 2026.
