About this file
This is a Sole Source Determination Memo from the Oregon Department of Human Services (ODHS) Office of Child Welfare Programs for EMDR and Adoption Competency training services. The contract is for providing Eye Movement Desensitization and Reprocessing (EMDR) training combined with Adoption Competency training to therapists specializing in pre- and post-permanency adoption issues, specifically those who accept or are in process of accepting Oregon Health Plan (OHP). The vendor identified is Wendy Sue Horn of EMDR Resource Center, LLC. The contract has an initial value of $95,360.00 with potential additional services up to $250,000.00 over a maximum five-year period.
The sole source justification is based on the unique qualification of the vendor being the only provider in Oregon who is both EMDR certified and an Adoption Competency professional trainer. The vendor is currently a trainer for Oregon's contract with the Center for Adoption Support and Education (CASE) that provides the Training for Adoption Competency (TAC) program. The training will help develop an increased pool of certified therapists throughout urban and rural areas who are racially and culturally diverse and willing to accept OHP. This initiative addresses requirements from a March 2024 legal third-party report regarding the Temporary Lodging legal settlement agreement, which stressed the need for more specially trained therapists to support youth in care and post-permanency situations.

SOLE-SOURCE DETERMINATION MEMO
FOR SUPPLIES AND SERVICES
Date: December 6, 2024 Sole source number: S-10000-00012180
To: Kirk N. Rhoades, Designated Procurement Officer ODHS Office of Contracts & Procurement
Requestor: Kelly Ingles Agency/division: Office of Child Welfare Programs (“CWP”) Program/office: Permanency-Reunification Contract specialist:
Agency Sole source rule: Sole source authority:
DHS OAR 125-247-0275 OAR 125-246-0170(2)
DAS Delegation 649-11, as amended
Estimated total contract value: $95,360.00
Description of goods or services: Training: Eye Movement Desensitization and Reprocessing (“EMDR”) training, combined with Adoption Competency training, provided to therapists specializing in pre- and post-permanency (adoption) issues, specifically directed to those who accept or are in the process of accepting the Oregon Health Plan (“OHP”).
EMDR is an evidence-based therapeutic method that’s used as an adjunct to therapy, and can also address trauma.
1. Background: This sole source justification applies to the purchase of:
CWP desires to contract with a vendor who is a certified Adoption Competency professional and also trained to facilitate EMDR certification. Trainings will focus on providing free EMDR training leading to certification for licensed therapists currently, or in the process of, accepting OHP, to work with children and families involved with child welfare, including pre-adoptive and post-adoptive children and families who may have challenges associated with complex trauma and attachment concerns.
While there are other EMDR trainers and consultants in Oregon, none are experienced and certified as an Adoption Competency professional that can also train therapists in EMDR. The potential Contractor can tie in the trauma and experiences associated with the 7 core principles in adoption, permanency, and
S-10000-00012180 (6065-0) v2 / l.thomas Page 2 of 3 foster care. The potential Contractor is currently a trainer for Oregon’s contract with the Center for Adoption Support and Education (“CASE”) that provides the Training for Adoption Competency (“TAC”) program, and can ensure that components of loss, rejection, guilt/shame, grief, identity, intimacy, and control are incorporated into the EMDR training to better serve foster and post-permanency youth that are accessing therapeutic supports.
ODHS will gain access to therapists already trained in EMDR but may not have the adoption competency components to receive clinical support and adjust their skills to better serve foster and post-permanency youth. Training is cost prohibitive to private, small offices or therapist of limited financial means, especially those taking OHP. This contract will help develop an increased pool of certified EMDR and Adoption Competency trained therapists throughout the state in both urban and rural areas that are racially and culturally diverse, and are willing to take the Oregon Health Plan.
As part of a legal third-party report to ODHS, dated March 2024 addressing the Temporary Lodging legal settlement agreement, it stressed the need for more therapists trained specifically to support youth in care and in post-permanency, along with recruiting and paying for specialized certification for providers in EMDR and other evidenced-based treatment modalities. A contract with this provider ties both needs together for a more financially efficient utilization of funds.
