About this file
This document is a justification for a sole source acquisition of car wash services from Rynse Company. The Federal Bureau of Investigation Miami Division requires car wash services at locations covering Fort Pierce to Key West, Florida from September 2023 through September 2023. Rynse is the only vendor able to provide car wash services at multiple locations across this region through their proprietary software and network of over thirty wash facilities. Services include exterior washes, wheel cleaning, vacuuming, and other treatments for an estimated 500 vehicles at a rate not to exceed $10 per vehicle per month. Rynse will invoice through the Treasury IPP system without paper invoices. The contracting officer determined this sole source award represents the best value given Rynse's unique capabilities and coverage compared to alternative options.

FEDERAL BUREAU OF INVESTIGATION
JUSTIFICATION FOR LIMITED COMPETITION/SIMPLIFIED ACQUISITION
JUSTIFICATION AND APPROVAL FOR
ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD
In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the car wash listed on SHOP-PR-23-000641 is available from only one source, and competition is precluded as there are no substitutes available.
1. This acquisition is restricted to the following sole source:
Company: Rynse Company Address: 5201 SW 8th Street, Miami, FL 33134 Company Point of Contact and Phone Number: Justin Landau; 917-680-5575
2. The Better Car Wash service is estimated to cost $60,000 and is required to be performed between 9/4/2023-9/3/2023 Each vehicle will receive the exterior “Better” wash which includes an extra layer of cleaning for the vehicle vs. the “Basis.”
3. [Insert one of the paragraphs listed below, depending on the justification] Specific characteristics of Rynse Florida limit the availability to a sole source are as follows: The Miami Division AOR is 286 miles from Ft. Pierce to Key West. After extensive research, there is only one company, Rynse Florida, with a car wash facility in each of our office locations. Rynse has over thirty locations in South Florida.
4. Check and fill in all that are applicable for an Open Market Buy:
| |_| | The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is <insert description of current equipment>, and the new item/service must coordinate, connect, or interface with the existing system by <insert description of how the new item/service must coordinate or interface>. |
| |_| | A patent, copyright, proprietary data, or licensing agreement limits competition. The proprietary data are described as follows: |
<Insert description> |_| These are "direct replacement" parts/components for existing equipment.
|X| Other information to support a sole source buy:
Rynse is flexible with adding/removing cars from the list Car washes can be redeemed at any of the 30+ locations Only known car wash based on market research to have multiple locations that cover Ft. Pierce to Key West.
1. Services. Contractor will provide the FBI with access to a network of vehicle wash facilities using a unique and proprietary software and process not available through other service providers.
2. Reason For Sole Source Request. Contractor provides a unique and proprietary car wash management solution that enables the FBI to obtain necessary vehicle wash services with greater location coverage (leading to increased mileage efficiency), utilization tracking, and billing accuracy compared to traditional methods utilized in the past. No other contractor possesses the software and the network of car wash locations required to service the FBI Miami fleet of vehicles.
3. Efforts to Obtain Competition. The Agent has made substantial efforts to procure a car wash service provider with the capabilities needed to service the FBI fleet of vehicles. However, no single service offers the capabilities provided by Contractor. Accordingly, Contractor is the best suited to provide the FBI the needed vehicle wash services.
It has been determined that Rynse is the only vendor signed up in SAM.GOV and small. eL Car Wash was considered but isn’t signed up in SAM.GOV and Rynse provides some of their locations along with a lot more locations with other subcontractors. Rynse’s high tech tracking is one of the most important aspects of this requirement. It helps track each RFID tag to see how many times the individual is using the car wash and where.

5. A determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d).
The contracting officer will determine, after considering the level of effort and the mix of skills available for the tasks needed, that the proposed order or BPA represents a reasonable total price and will be the best value for the FBI.
6. A description of the market research conducted among schedule holders, and the results of the research. A statement must be made that the supplies and services are available from the FSS.
7. Any other facts supporting the limited source justification.
8. A statement of the actions, if any, the agency will take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for supplies and services is made.
The Government will continue to research the market to obtain as many available sources as required in accordance with the FAR to ensure that there are other vendors out there that can satisfy this requirement. In addition, the customer will do due diligence in ensuring that barriers to competition are avoided to ensure we obtain the best value for the government.
