About this file

This document is an Addendum to a Request for Proposals (RFP) issued by MMCAP Infuse, a government healthcare group purchasing organization, for Pharmaceutical Wholesaler Distribution Services. The key updates are that the proposal due date has been revised from April 13, 2023 to April 21, 2023 at 2 PM Central time. MMCAP Infuse also provided responses to several questions from potential bidders, including clarifying that they will not provide member-level product utilization data, but will provide state-level utilization reports to respondents who have signed an attestation. MMCAP Infuse confirmed that 340B utilization is included in the purchase history data to be provided. Additionally, MMCAP Infuse stated that they do not have access to any directly negotiated manufacturer contracts held by members.

The RFP is seeking Pharmaceutical Wholesaler Distribution Services for MMCAP Infuse members, which include facilities in Marion County, Salem City, and other jurisdictions. MMCAP Infuse anticipates that contract negotiations with selected vendors will begin in the second quarter of 2023, with a contract start date in the fourth quarter of 2023 or early 2024. Respondents must be appropriately licensed to provide pharmaceutical services to MMCAP Infuse members, though MMCAP Infuse will assist with obtaining a Health Industry Number (HIN) for new members if needed.

Title: Pharmaceutical Wholesaler Distribution Services

Scope of Addendum

The following information is an update:

1. All references to the proposal due date will be revised from April 13, 2023, 2PM Central to April 21, 2023, 2PM Central.

The following are answers to questions submitted to MMCAP Infuse:

1. Question: Would you please confirm the anticipated award date, as well as the anticipated contract start date for pharmaceutical distribution services?

Answer: MMCAP Infuse is expecting that negotiations with the selected vendors will start during the second calendar quarter of 2023 and anticipate a contract start date will be the fourth quarter of 2023 or early 2024.

2. Question: Please provide product level detail, including NDC/ GCN utilization at the account level.

Answer: MMCAP Infuse will not provide Member level utilization by product NDC/GCN.

3. Question: Please provide product level detail including NDC/ GCN utilization at each State level.

Answer: MMCAP Infuse will provide a state level utilization report (in saleable units) by NDC to Responders who have returned the signed attestation.

4. Question: Is 340B utilization included in the provided purchase history? If so, please provide the breakdown of 340B/GPO/WAC sales.

Answer: Yes, 340B utilization is included in data. Sales breakdown of 340B/GPO/WAC will be provided to Responders who returned the attestation.

5. Question: Please confirm if OU Pharmacists Care Center is still an active MMCAP member.

Answer: OU Pharmacists Care Center was sold and is no longer an active MMCAP Infuse Member. The facility is listed on the file “2-Current Pharmaceutical Members Listing” because that list contains all purchasing facilities going back to 7/1/2019.

6. Question: Can MMCAP Infuse share visibility to any directly negotiated manufacturer contracts at the facility and/or state level?

Answer: MMCAP Infuse does not have access to states’ or facilities’ directly negotiated manufacturer contract documents.

7. Question: Are all facilities licensed to receive pharmaceutical items? Typically, a pharmacy DEA license, HIN, and/or state pharmacy license is required. If the facility is using a physician’s DEA or State License, they would also need a letter of authorization if the address of the ship-to is different than either of the physician’s licenses.

Answer: MMCAP Infuse has many facilities on our full roster (only available to contracted vendors) that may not be licensed to receive pharmaceuticals, but are utilizing other MMCAP Infuse contracts. An awarded vendor would only be expected to set up accounts for Members that wish to purchase pharmaceuticals and OTC products from the awarded vendor and are appropriately licensed. MMCAP Infuse will apply for a HIN for all new Members if they do not have one already.

8. Question: Is the expectation for an awarded vendor to only provide OTC access for any site not licensed to receive pharmaceuticals?

Answer: Awarded vendors are expected to provide access to OTC products for all Members and adhere to all state and federal regulations. Some Members may have a limited number of products they purchase, including sites that only purchase OTCs or have a standing order for opioid reversal agents.

9. Question: To further evaluate potential for solution offerings, would it be possible to provide NPI's and/or NCPDP#'s for members?

Answer: MMCAP Infuse does not collect NPI or NCPDP numbers for members.
