FEDERAL EMERGENCY MANAGEMENT AGENCY
REGION 10
STATEMENT OF OBJECTIVES
TEMPERATURE SCREENING
MAY 8, 2020
A. PROJECT TITLE
Federal Emergency Management Agency (FEMA) Region 10 Facility Pre – Entry Temperature Screening
B. PURPOSE
As an additional preventive measure in response to the COVID-19 virus Federal Emergency Management Agency (FEMA) Region 10 has a requirement to hire contractor to conduct temperature screening at two Regional Offices as a prerequisite for entry into the facilities for an undermined time while the COVID-19 virus threat persist. The government may terminate part or all of services, adjust hours and days as necessary. No individual will be intentionally exposed to COVID-19, however, it is possible that a Contract Employee performing screening may discover an individual that is A-Symptomatic, but still infected.
C. SCOPE
Refer to the attachment identified as FEMA Facility Mandatory Temperature Screening Procedures Environmental, Safety, and Health (ESH) Safety Official Facility Pre-Entry Fever Screening Procedural Guidance March 23, 2020 (v2.0). This document established the objectives necessary to properly implement this screening process. Location of services will be preformed at FEMA Region 10 FRC, 130 228th ST SW Bothell, WA 98021 and FEMA Region 10 Northview Corporate Center (NCC), Fourth Floor Suite 400, 20700 44th Ave. W, Lynnwood, WA 98036. The contractor will provide a minimum of two contractors to preform screen in accordance with FEMA guidance.

E. PERFORMANCE OBJECTIVES, GOALS AND OUTCOMES:
Refer to the enclosure. Unless specified the vendors shall comply with the following objectives as specified in the FEMA Facility Mandatory Temperature Screening Procedures Environmental, Safety, and Health (ESH) Safety Official Facility Pre-Entry Fever Screening Procedural Guidance March 23, 2020 (v2.0) document or latest revision:
All objectives stated under “Establishing a Screening Process”- sub heading of “Maintain a supply of approved temperature measuring devices and supplies”. All tools, equipment, supplies and personal protective equipment required to be provided by the contractor. The contractor shall ensure all tools, equipment is in good working order. The contractor shall ensure that sufficient rating, quantity and quality of material is provided to complete task.
FEMA will provide locations under “Identify and Set-Up a Screening Location”.
All objectives stated under “Identify and prepare individuals who will perform the screening process”
· Provide two (2) individuals per shift, one per location as screeners to affect the program.
· The contractor will be responsible to provide individuals that are ready to work and are willing to interact with the FEMA workforce.
· The vendor will be responsible for providing PPE, whether voluntary or mandatory for the employees assigned to this contract. PPE will be in accordance with the acceptable PPE recommendations that are recognized by the CDC at that time (CDC may loosen requirements or identify alternative protective measures during this national emergency).
· Depending on location working conditions may include 12-hour shifts, 7 days per week.
All objectives stated under the Heading of “Procedures and Considerations for Screening”.
The Contracting company will provide the following administrative/reporting support to this contract:
· A daily count of the number of individuals screened
· Immediately report any combative individuals who refuse to be tested directly to FEMA security and the FEMA POC.
Security
· Contractor Employees will be required to meet DHS Security Screening requirements which includes successfully passing a background investigation; including both criminal records and credit report checks prior to employment.
· Contractor Employees will be issued an unescorted FEMA Contractor Badge and surrender Badge at completion of employment.
· Contractor Employees will not have access to digital or other computerized equipment.
F. DELIVERABLES AND DELIVERY SCHEDULE
Provide security badged contractors and perform pre-entry temperature screening NLT June 1, 2020.
G. PLACE OF PERFORMANCE
The contractor shall perform work at the following FEMA Region 10 locations

H. PROGRAM ASSUMPTIONS AND CONSTRAINTS
All work will be performed need for ONE (1) person for each location, contractor may schedule shifts as required to allow for lunch breaks. Temperature Screening will be conducted as follows:
FRC: 06:00 AM - 18:00 PM, Monday through Sunday
NCC: 06:00 AM – 18:00 PM, Monday through Friday Note the potential of the time frames might change based on operation requirements. Flexibility needs to be maintained.
I. PERIOD OF PERFORMANCE
The period of performance will be 06-01-2020 through 9-30-2020.
J. SITE SECURITY REQUIREMENTS
Each contract employee will be required to obtain an unescorted security badge by successfully passing background investigation including both criminal records and credit report checks prior to employment.
All contractors and sub-contractors are required to be U.S. Citizens. Security requirement of this facility grounds include but are not limited to a 100% identification check. All toolboxes, machinery etc. are subject to random search, and shall not be left unattended in public areas, except by prior approval of the FEMA Region 10 Facility Manager or designee. Such containers and toolboxes shall be locked and secured when unattended and shall be clearly labeled to indicate general contents and a point of contact in case of emergency. The Contractor shall make available and keep a current roster of employees working at the FEMA Region 10 site. Project points of contact are listed below:

| K. | SAFETY REQUIREMENTS |
In order to provide safety controls for protection of the life and health of employees and other persons; for prevention of damage to property, materials, supplies, and equipment; and for avoidance of work interruptions in the performance of this contract, the Contractor shall comply with all applicable Federal laws and regulations with such additional measures as the government may deem necessary.
All tools and personal protective equipment required to be provided by the contractor. The contractor shall ensure all tools, equipment, and machinery is in good working order.
