Introduction/Background

The US Coast Guard Sector New York Engineering Department requires HVAC Repairs for the outlaying unit Station New York. Station New York is a Coast Guard base that secures the waterways around the Hudson Bay and surrounding areas. Palazzo Hall is a relatively new structure built within the last 5 years, while Building 8 & 10 are some of the oldest structures on its site. Both require HVAC repairs at this time.

Scope of Work

Palazzo Hall (Building 2)

The contractor shall supply and install any labor, material, tools, supervision, etc. to troubleshoot and repair all HVAC faults on the below unit to bring the unit back online and operating properly:

MAKE:AAON
Model:V3-DRB-3-A-162C-000
Serial:201509-CJCD02217

At this time, the USCG has determined that both the compressor and controller is in need of replacement. The contractor is responsible for confirming this before making the repairs. With replacement of the two items listed above, the contractor shall abide by all EPA regulations in the recovery and introduction of all refrigerants.

The contractor shall not use old, or previously used refrigerant while refilling the system as well as replacing any existing filter driers installed. If the installation of the compressor and/or filter drier requires the use of torches, burning, soldering, etc., the contractor shall purge the lines with nitrogen at a minimum 1.5 psi throughout the full process.

Prior to re-introducing refrigerant to the system, the contractor shall pressure test all lines by manufacturer’s specifications and record the times and pressures to be given to the USCG upon completion.

All warranty cards or information shall be forwarded to the USCG for future use.

Buildings 8 & 10

The contractor shall supply all supervision, labor, material, tools, etc. to remove and install (2) condensers listed herein. The installation will include but is not limited to all HVAC, Electrical, Plumbing, Mechanical work needed to complete the full installation and operational capabilities of the condensers. The contractor shall abide by all current EPA and OSHA regulations regarding this install and while working on site. All refrigerants shall be documented stating the type, unit, and by lb/oz when recovering and/or pressurizing. Nitrogen testing, vacuum testing, or other means of testing shall be documented with pressures, dates, and times. At minimum, a nitrogen test per unit shall hold for (4) hours at a pressure 20% higher than the average operating pressure in 120F weather. The vacuum test must be brought down to 100micron before the introduction of refrigerants. The contractor must adhere to all installation instructions set forth by the manufacturer documents.
Both condensers listed below shall be spray coated with MicroGuard for Seasalt protection, or an equivalent chemical that protects the corrosion of the Condensers. The coating shall be done by the manufacturer prior to the procurement of the condenser and shall not be done by the contractor on or off site.

Existing Condensers

Unfortunately the below information is all the USCG can find on the units themselves. A site visit is preferred if the Contractor requires more information about the specific unit.
