II. Nature and/or description of the action being processed.
A. The United States Air Force (USAF) intends to issue a new interim service contract in support of the Remote Visual Assessment (RVA) Program. RVA is used to provide situational awareness of Minuteman III (MMIII) Launch Facilities (LFs) and Missile Alert Facilities (MAFs). The contractor shall provide Contractor Logistics Support (CLS), which consists of depot and field maintenance and support. CLS is provided at the five following locations: Malmstrom AFB, Montana;
Minot AFB, North Dakota; F.E. Warren AFB, Wyoming; Barksdale AFB, Louisiana; and the Network Operations Center (NOC)/Security Operation Center (SOC) near Hill AFB, Utah. Contract work will be provided to the government by:
Sentry View Systems (SVS) 2700 Business Center Blvd Melbourne, FL 32940 Cage Code: 1SC62
B. Contract Type: This contract will utilize a Cost Plus Fixed Fee (CPFF) arrangement to support the maintenance of the RVA program. The estimated award date is Nov 2019. This acquisition will be an interim contract with the existing contractor (SVS) to continue support and complete work on the current RVA CLS contract (FA8204-15-C-0001), which was a competitive contract. A source selection is currently underway for the follow-on (RVA CLS 2.0). However, this new contract is not expected to be awarded until Aug 2020. Therefore, the team's strategy is to award an interim contract with an eight month basic period and four, one month options. The one month options will provide the program with additional support and/or off ramps depending on when the source selection is awarded.
C. Estimated Contract Value: $
III. Description of supplies/services required to meet agency needs.
A. The work to be performed will consist of managing the NOC/SOC through maintenance ticket tracking, and cyber-security monitoring and patches. Wing/field technicians will provide maintenance and support to the deployed RVA systems. These are non-personal services.
B. The period of performance (PoP) will be from 4 Nov 2019 to 3 Nov 2020. The PoP is an eight month basic period with four, one month options. There are no feasible actions that can be taken to promote competition during the performance of this acquisition as described in Section V of this document.
C. Total Estimated Cost is $ . This action will use appropriated 3400 funds.
D. Contract CLIN structure:
CLIN X001: RVA CLS - (CPFF)
CLIN X002: Spares/Materials (CRNF) CLIN X003: Contract Data Requirement List (NSP) CLIN X004: Travel (CRNF)
IV. Statutory authority permitting other than full and open competition.
10 USC 2304(c)(2), as implemented by FAR 6.302-2(a)(2), Unusual and Compelling Urgency

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
A. The USAF will not use full and open competition because the need for RVA CLS is of such an unusual and compelling urgency that the government would be seriously injured unless the USAF is permitted to immediately solicit and procure RVA CLS on a sole source basis from SVS. The government will be without RVA CLS on 4 Nov 2019 because the current RVA CLS contract ends on 3 Nov 2019. If a gap in service occurs, the capability of the NOC/SOC to maintain software and cybersecurity support would be completely diminished, putting the RVA system at risk. A gap in service would also put Security Forces defenders' lives at risk.
B. The reason for the unusual and compelling urgency is two-fold: 1. The follow-on RVA CLS 2.0 effort has been pushed to the right due to additional security requirements and a change to the acquisition strategy (LPTA to trade-off). 2. It was originally thought that we would be able to utilize the FAR 52.217-8 clause “option to extend services” to provide another 6 months of service. However, after PCO review, the current RVA CLS contract was a competitive contract and the 6 month option was not priced, thus it cannot be used to extend the contract. The PCO contacted several vendors that have shown interest in the RVA CLS 2.0 source selection. All vendors contacted thus far have informed us that they currently do not have the capability and/or capacity to perform the level of effort we require, to continue support, nor are willing to take on the risk associated with short term efforts. SVS has the experience, ability, and availability to maintain the RVA system until the competitive source selection is completed. SVS is the current CLS contractor, so they are logistically set up to take over as soon as they are needed.
C. The RVA requirement was the result of the
D. If a gap in service occurs, the capability of the NOC/SOC to maintain software and cybersecurity support would be completely diminished, putting the RVA system and its authority to operate (ATO) at risk.
E. A gap in service would put Security Forces defenders' lives at risk.
F. A gap in service means there would be no contractor ability to repair and restore sites as they go down.
G. A gap in service would cause a significant increase to AFSFC defender manpower requirements.
H. As a result of the forgoing, the USAF intends to use other than full and open competition to award this RVA CLS requirement on a sole source basis to SVS in order to avoid serious injury to the government IAW FAR 6.302-2(a)(2).
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A. Sources Sought Synopsis (SSS) and Synopsis of Proposed Contract Action: FAR 5.202(a)(2) provides an exception to posting an SSS and a synopsis of proposed contract action for contracting actions made under the circumstances described in FAR 6.302-2. Due to the urgent and compelling nature of this requirement, an SSS was not accomplished, and a synopsis of proposed contract action will not be posted because the government would be seriously injured if the agency complies with the time periods specified in FAR 5.203.

B. Other actions: Businesses that responded to the Request for Information (RFI) for the RVA CLS 2.0 source selection were contacted and asked if they had the ability or willingness to fulfill the CLS duty for the RVA program given the short amount of time. None answered in the affirmative.
C. Qualifying Country Sources: None
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The following steps will be taken to ensure that the anticipated cost of this acquisition will be fair and reasonable. The Contracting Officer will comply with the procedures and criteria contained in FAR Part 30 - Cost Accounting Standards, FAR Part 31 - Contract Cost Principles and Procedures, and FAR Subpart 15.4 - Contract Pricing, to include technical evaluations and audits, as appropriate. Additional steps to ensure price reasonableness will be under the guidance of the Contract Pricing Reference Guides, jointly developed by the Federal Acquisition Institute and the Air Force Institute of Technology. The Contracting Office will obtain certified cost or pricing data IAW FAR Subpart 15.403. The final step is to include the Price Negotiation Memorandum (PNM) in the contract file. Detailed documentation and justification of price reasonableness will be disclosed in the official PNM, to be prepared upon completion of negotiations.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
A. Market Research was conducted IAW FAR Part 10 in November 2018 and October 2019. The businesses with the potential capability to support RVA CLS were contacted as discussed in Section VI. None had the ability or the willingness to take on the risk to support the RVA program in the short amount of time before the gap in service occurs.
B. The current RVA CLS contractor already has the necessary facilities, manning, expertise, and equipment needed for the immediate support of the RVA program until the competitive source selection is completed.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
None
X. List of any sources that expressed, in writing, an interest in the acquisition.
None
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The government is currently pursuing competitive source selection for a PoP of a base year plus four option years of CLS to support the RVA program.
