About this file
This is a Statement of Work (SOW) for consulting and design services related to microfabricated electrical-substitution bolometers. The National Institute of Standards and Technology (NIST) Sources and Detectors Group seeks contractor expertise in bolometer design, operation, and electronics modifications to support new applications including vicarious calibration of Earth remote sensing satellites and operation at varying optical power levels and wavelengths. The work will be performed in Boulder, Colorado, over a twelve-month period from August 1, 2026, through July 31, 2027.
The contractor must complete two primary tasks: (1) Engineering Consulting to develop new bolometer requirements and examine new concepts of operation for emerging applications in conjunction with NIST staff, and (2) Electronics Design, Test, and Fabrication to modify amplifier, interface, and wire bond board designs; fabricate one engineering unit; and debug and test the modified design. Deliverables include a memo describing new operational concepts, attendance at bi-weekly meetings (12 total), modified design files in kicad and PDF formats, a fabricated PCB engineering unit, and performance documentation, all due by the end of the performance period. The NIST Point of Contact or Contracting Officer's Representative will review deliverables and respond with acceptance or revision requests within 15 business days. Payment will be made upon receipt of proper invoices in accordance with contract payment terms. This is a pre-solicitation market research announcement to identify qualified vendors of all sizes, with consideration given to establishing a small business set-aside if at least two qualified small businesses are identified.

STATEMENT OF WORK
Title: Consulting and Design for Microfabricated, Electrical-Substitution Bolometers Date: April 9, 2026
I. BACKGROUND INFORMATION
The Sources and Detectors Group, in the Applied Physics Division, at NIST performs laser power and energy detector responsivity calibrations for the US and the rest of the world. The calibrations range from the single photon level to 100 kW, with wavelengths varying from 193 nm to 10.6 um. The group also performs research to extend measurement capabilities in both power and wavelength, and to develop Nist-on-a-Chip technology that takes precision measurement out of the lab and into the field. The Sources and Detectors group has previously collaborated with the Laboratory for Atmospheric and Space Physics (LASP) to develop microfabricated radiometers for space applications. These instruments show great promise for new applications. NIST is undertaking research to expand the applications of these detectors.
II. PURPOSE
Contractor shall provide bolometer design and operation expertise and expertise to implement modifications to the electronics designs used to operate electrical substitution microfabricated bolometers. NIST has previously collaborated to develop such bolometers, which use detectors fabricated by NIST and packaging and electronics designed by LASP. New applications for these detectors, such as vicarious calibration of Earth remote sensing satellites or operation at different optical power levels, are under development at NIST and will require modifications to the design of LASP’s PBR-R detector package.
PLACE OF PERFORMANCE
Work will be performed at in Boulder, CO.
PERIOD OF PERFORMANCE
August 1, 2026 – July 31, 2027
III. SPECIFIC REQUIREMENTS
TASKS
Task 1 – Engineering Consulting The contractor shall:
5.1 In conjunction with NIST staff, develop new requirements for bolometers to meet new applications such as vicarious calibration of Earth remote sensing satellites or operation at different optical power levels and wavelengths.
5.2 Examine new concept of operation for bolometers to meet new applications such as vicarious calibration of Earth remote sensing satellites or operation at different optical power levels and wavelengths.
Task 2 – Electronics Design, Test, and Fabrication The contractor shall:
2.2 2.1 Modify the design of the amplifier board, interface board, and wire bond board to meet requirement determined in Task 1Fabricate one engineering unit of modified design Debug and test engineering unit
2.3 Adjust design if necessary
IV. GENERAL REQUIREMENTS
Inspection & Acceptance In addition to the inspection and acceptance terms articulated in the specific FAR clause that allows the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Tests:
1. Functional test with microfabricated bolometer for electronics boards with design changes incorporated.
