About this file

This is a Justification and Approval (J&A) document for use of other than full and open competition by the Department of the Navy's Southwest Regional Maintenance Center (SWRMC).

The contracting activity seeks to add one new work item (532-11-002: Electronic Cooling Water (ECW) Supply Piping Repair) to an existing firm fixed-price contract with Continental Maritime of San Diego (CMSD) under contract N00024-25-C-4429. The total estimated value is $79,763.80 under FY25 Open-to-Compete (OPN-TYCOM). Work is scheduled to begin immediately upon contract authorization, with a delivery date of June 5, 2026, for the USS RUSSELL (DDG-59) Fiscal Year 2025 Docking Restrictive Availability (DSRA). The repair addresses a critical 4-inch crack discovered in ECW piping during off-contract brazing repair work. Completion is necessary to meet the USS RUSSELL's C5ILO Key Event certification deadline of April 6, 2026, and failure to complete the work would prevent the vessel from accomplishing required System Operational Verification Tests, sea trials, and subsequent training periods, negatively impacting fleet readiness and operational commitments. The estimated completion timeline is 30 days, and re-solicitation would delay work past the required April 6, 2026 deadline. CMSD is uniquely positioned to perform this work as the ship is currently located at their facility and coordination with ongoing repairs is impractical for other contractors. The statutory authority for sole-source award is 10 U.S.C. § 3204(a)(1), implemented by FAR 6.302-1. The Contracting Officer has determined the anticipated cost is fair and reasonable based on cost and price analysis and an Independent Government Estimate developed using the Government Estimating Guide and ship specialist knowledge. The document includes certifications from technical and requirements personnel and legal sufficiency review, with final approval granted by the Administrative Contracting Officer on February 17, 2026.
