About this file
This Statement of Requirements (SOR) details tactical rucksack specifications for the Officer Training School (OTS) at Maxwell Air Force Base. The Air Force requires 239 tactical rucksacks meeting comprehensive technical and performance standards, including internal volume of 3,500-4,500 cubic inches, load capacity of 50-75 pounds, and ability to accommodate users from the 5th to 95th percentile in body size. Key requirements include heavy-duty nylon construction (1000+ denier strength), water resistance, multiple organizational compartments, and a load distribution system with hip belts capable of transferring 60% of load weight.
The rucksacks must have military-appropriate coloring (olive drab, coyote brown, or black), come in small/medium/large frame options, and feature a dedicated 15" laptop compartment, reflective safety elements, and a 4" x 1" identification panel. Delivery specifications mandate unloading by the contractor during duty hours (0430-1900 Monday-Friday), with individual packaging including care instructions. The rucksacks must withstand minimum two years of intensive training use, meet specific material performance standards (including tear strength and abrasion resistance), and be 100% functional and ready for immediate training use prior to payment.
