Solicitation: SPE1C1-25-R-0048
Item: Gloves, Rubber, Industrial, General Purpose Commercial Item Description: NU PD 32066B, dated Feb 8, 2023 PGC(s): 00554 Lead NSN(s): 8415-00-823-7458(s) Solicitation SPE1C1-25-R-0048 will be issued as a Total Small Business Set Aside using commercial procedures (FAR Part 12) and the quantity will represent 100% of the Government’s total requirement.
Solicitation SPE1C1-25-R-0048 will be evaluated under Best Value Trade-Off Source Selection Procedures with the following evaluation factors: Product Demonstration Model (PDM), Past Performance Confidence Assessment.
The Government intends to make one (1) Definite-Quantity Type contract award based on an integrated assessment of technical factors (Product Demonstration Model (PDM), Past Performance Confidence Assessment) and price resulting in the best value to the Government.

All contractors MUST be registered in SAM (System for Award Management) in order to be eligible for award. All responsible sources may submit offers, which DLA Troop Support shall consider.
Important Note on Foreign Content:
DFARS PGI 225.7002-1(3) states, “Each item should be individually analyzed to determine if it is clothing, rather than relying on the FSC alone to make a determination.” The Gloves, although falling under FSC 8415, are not considered clothing but rather Personal Protective Equipment. This determination was informed by the purpose of the Gloves, which is to provide protection against hazardous substances or environments. As the Gloves are note considered clothing, the Berry Amendment does not apply to this acquisition. The Buy American Act still applies.
