About this file
This document is a Request for Proposals (RFP) issued by the Westborough School Department for the HVAC Replacement Project at Hastings Elementary School. The revised scope of work requests proposals from engineering firms familiar with geothermal systems to design the replacement of HVAC equipment beyond the central geothermal heat pump system. The design should include the removal of existing HVAC equipment, the installation of new variable air volume HVAC components, chilled/hot water radiant panels, induction units, energy recovery systems, and a direct digital controls system. A mandatory site visit is scheduled for February 4, 2020, and proposals are due by February 11, 2020. Westborough Public Schools reserves the right to reject any and all bids.
The RFP does not provide details on pricing terms, set-asides, incumbent contractors, funding requirements or sources, or contract amounts. The document focuses solely on the technical requirements and procurement process for the HVAC replacement design services at Hastings Elementary School.

REQUEST FOR PROPOSALS - HASTINGS ELEMENTARY SCHOOL - HVAC REPLACEMENT PROJECT
Please be advised of the revised scope of work for the HVAC Replacement Project – Request for Proposals Advertisement as follows:
The Westborough School Dept. has recently completed the replacement of the geothermal heat pump system.
The new system provides chilled water at 44 degrees F. (cooling) and hot water at 130 degrees F. (heating).
We are asking interested engineering firms that are familiar with geothermal systems to submit a proposal to design the replacement of HVAC equipment beyond the central geothermal heat pump system.
The System DESIGN should include the following items based upon a Life Cycle Analysis performed on April 21, 2017 by Garcia, Galuska & DeSousa (GGD).
Removal of all existing HVAC equipment including electrical heating elements. Existing geothermal plan and related appurtenances within the mechanical room shall remain.
Variable air volume hot water/cooling coil air handling unit, supply and exhaust fans, energy recovery and sensible only wheels providing mixed-air ventilation and air conditioning overhead distribution serving the classroom areas
Variable air volume boxes with demand ventilation and temperature control to modulate airflow based on occupancy and space heating/cooling demand for all occupied areas
Overhead fiberglass insulated supply air ductwork distribution systems connecting to ceiling mounted diffusers and fully ducted return air ductwork systems
Chilled/hot water radiant panels along exterior walls
Multiple two-pipe heating and cooling induction units serving the administration and library areas
Primary air ducted directly to induction units
100% outside air unit with hot water/cooling coil, supply and exhaust fans, energy recovery and sensible only wheels providing tempered ventilation to the induction units in the administration and media center areas
Variable air volume hot water/cooling coil air handling units, supply and exhaust fans with energy recovery and sensible only wheels and demand control ventilation providing mixed-air ventilation and air conditioning overhead distribution serving the cafetorium and gym areas
Make-up air handling unit and variable air volume exhaust air fan system serving the kitchen
Limited use of hot water radiation and unit heaters
Two-pipe heating/cooling piping system serving all air handling units, radiant panels, and induction units
Direct digital controls throughout (Proprietary system – Johnson Controls)
Provide split direct expansion cooling coil with associated outdoor air-cooled condenser and interconnecting refrigerant piping for each air handling unit. This is in addition to the chilled water coil.
This direct expansion cooling coil will provide cooling for the system during the swing months of the year when outdoor temperatures require some spaces to be in heating while others in cooling. This will provide diversity in the heat pump two-pipe changeover system that is currently installed and remaining in place.
