About this file

This Single Source Justification document details a sole-source procurement for the RSMeans Online Complete Subscription with Full Library access by the 502d Contracting Squadron for the 802d Civil Engineering Squadron at Joint Base San Antonio. The 1-year subscription, valued at $139,939.95, will provide up to 100 concurrent users access to a comprehensive web-based construction cost database containing over 92,000 line items. The procurement is justified by RSMeans being the sole distributor of this cloud-based solution, which requires no software installation, eliminates network vulnerabilities, and is the preferred price book for the construction industry and federal government.

The document outlines that a 12-day Notice of Intent was posted on SAM.gov on 12 June 2025, with no alternative responses received. The subscription will run from 18 September 2025 through 18 September 2026, covering construction cost data across multiple categories including building construction, renovation, electrical, mechanical, facilities maintenance, and preventative maintenance. The government intends to periodically monitor the market for alternative cloud-based construction cost estimation tools while ensuring no disruption to the 802 CES mission at Joint Base San Antonio.

CONTROLLED UNCLASSIFIED INFORMATION

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 1 of 2

The 502d Contracting Squadron (502 CONS) received a request for the purchase of the RSMeans Online Complete Subscription with Full Library access from the 802d Civil Engineering Squadron (802 CES) at Joint Base San Antonio (JBSA), TX. The RSMeans Full Library is a web-based database consisting of data for Building Construction Costs, Commercial Renovation, Concrete and Masonry, Electrical Costs, Green Building, Heavy Construction, Interior, Mechanical Costs, Plumbing, Site Work and Landscape, Facilities Construction, Facilities Maintenance & Repair, Facilities General Maintenance, and Facilities Preventative Maintenance. The 802 CES has over 100 employees consisting of engineers and project managers that require regular access to the RSMeans application and are currently trained to use the database. Therefore, continued full library user access that can support up to 100 users at a time is essential. This purchase is for a 1-year subscription. Current subscription services are set to expire 18 September 2025.

As indicated, this follow-on subscription is required to seamlessly execute cost estimates without disruption to active or foreseeable construction and maintenance projects across Joint Base San Antonio. RSMeans is a cloud-based solution database that contains more than 92,000 line items backed by more than 30,000 hours of cost-engineer research and validation each year. Occupying immediate access to the industry’s most trusted source of up-to-date construction cost data, boosts base-wide accuracy when creating and sharing estimates across JBSA installations.

Currently, RSMeans is the preferred price book for the construction industry and is the standard throughout the Federal Government.

Since RSMeans is a cloud-based solution, the subscription does not require software installation to personal devices, nor does it require Information Technology (IT) updates. This eliminates any vulnerabilities posed to the Air Force network. Previous RSMeans acquisitions have been approved by the 502d Communications Squadron for usage and meets the definition of a cloud-based solution. Lastly, by acquiring continued access to RSMeans Online Subscription, the Government eliminates all time/cost restraints of procuring a new, reliable system of cloud-based construction estimating tools and re-training the entire 802 CES workforce.

A Notice of Intent (Special Notice) was posted to the Government Point of Entry (GPE), SAM.gov, on 12 June 2025 for 12 days, specifying the Government's intent to award a sole source purchase to RSMeans Company, LLC for this requirement. No responses, alternatives, or capabilities, were received as a result of this notice. Furthermore, written confirmation received by RSMeans states they are the only entity that distributes the RSMeans Online Complete within the commercial marketplace and does not have authorized resellers. RSMeans cost information is copyrighted information and is solely owned by RSMeans Company LLC. A GSA Schedule exists only for print publications only. The 802 CES has also conducted historical market research for alternative construction cost estimation tools available in the commercial market and found that many applications require initial installation and periodically require database

Furthermore, any new construction estimating tool that is not a cloud-based solution poses network vulnerability concerns for the Air Force (AF), Department of Defense (DoD), and requires an extensive approval process before access can be made available the end-user.

It is the intent of the Government to maximize competition. However, due to the rationale provided herein, the Government intends to solicit and award to R.S. Means Company LLC (Cage: 5L556) for the procurement of the RSMeans Online Complete Subscription with Full RSMeans Library. The Government aims to periodically monitor the market for future acquisitions to determine the availability of alternate, cloud-based solutions for construction cost estimating tools without negatively affecting or limiting the mission of the 802 CES at Joint Base San Antonio, TX.
