1. Nature and/or description of the item/service being procured and anticipated cost:

The National Urban Security Technology Laboratory’s (NUSTL) mission is the testing, evaluation, and analysis of technologies with a specific focus on first responder, state and local entities. As such, NUSTL conducts objective assessments on equipment and technologies with members of the national first responder community serving as evaluators. Based on determinations by the DHS Compliance Assurance Program Office (CAPO), Institutional Review Board services for human subjects research are utilized to ensure the safety and well-being of first responder evaluators.

The total value of the Purchase Order is anticipated to be $243,718.00.

2. Sole Source Justification Rationale in accordance with FAR 13.106-1(b)(1)(i):

WCG IRB has been identified as the only for-hire Institutional Review Board under the Department of Homeland Security’s Federalwide Assurance (FWA). WGC IRBs also registered with the Office for Human Research Protections (OHRP). Services such as initial study reviews, review of principal investigators, study close out reviews and principal investigator/site close out reviews have been conducted. WCG IRB initial study reviews and review of principal investigators determinations are reviewed by and concurred with by DHS CAPO.

3. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106-3(a)(2).
