SUPPORT OF ELECTRO-MECHANICAL DEVICES

BLANKET PURCHASE AGREEMENT (BPA)

STATEMENT OF WORK (SOW)

1.0 INTRODUCTION

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Weapons Control and Integration Department (H Dept.) rapidly executes full spectrum programs spanning design, development, fabrication, test and evaluation, fielding, and support of electro-mechanical devices for the Department of Defense (DOD) and Navy to deny and degrade adversary warfighting capabilities. The purpose of this BPA will acquire research and development (R&D); test and evaluation; and hardware fabrication and production of initiators, detonators, deflagrating components, explosive transfer components, multipoint firing systems, firing system assemblies, firesets, low inductance circuits, specialized connectors, switches, transformers, and capacitors. This contract will provide the capability to develop, adapt, and create new capabilities and technologies to reduce costs; decrease component sizes or eliminate components; lower energy requirements and increase energy performance. The Contractor shall supply hardware for the systems defined in this Statement of Work (SOW).

Requirements will be identified in individual Firm Fixed Price (FFP) Blanket Purchase Agreement (BPA) calls, which will not exceed $250K.

2.0 APPLICABLE DOCUMENTS

Original Equipment Manufacturer (OEM) Specifications

3.0 REQUIREMENTS

The Contractor shall provide the following support as identified in individual BPA calls:

3.1RESEARCH AND DEVELOPMENT (R&D)
3.1.1The Contractor shall conduct research and development (R&D) design and experimentation directed toward advancing the state-of-the-art technologies or increasing knowledge and understanding of the impacts of the design and experimentation as it relates to different initiation systems, detonators, deflagrating components, explosive transfer components, multipoint firing systems, firing system assemblies, firesets, low inductance circuits, specialized connectors, switches, transformers, and capacitors.
3.1.2The Contractor shall expand the range of applications using initiation systems based on different variations of explosive components to achieve different results. This effort shall promote the concepts and benefits of Exploding Foil Initiators (EFI), Low Energy Exploding Foil Initiators (LEEFI), Deflagrating In-Line Initiators (DILI), and detonators with the different types of outputs to exhibit specific responses on explosive components for superior threshold and/or unique output characteristics, along with the potential to increase safety, reduce costs, and miniaturization to save space and reduce net explosive weight.
3.1.3The Contractor shall conduct research, development, and prototyping using RSI-007 explosive, as well as, efforts directed towards identifying alternatives to the RSI-007 explosive. Further, the Contractor shall conduct research, development, and prototyping of the next generation fireset concepts and components with LEEFI devices; low energy package designs; the use of Micro-Electro-Mechanical (MEMS) technology in various low energy concept designs; and detonators in association with the next generation of safe arm devices. The Contractor shall develop new methods of incorporating LEEFI with multi-point array designs into different warhead systems and the demonstration of prototype designs for engineering development and advanced development programs. The Contractor shall provide design, integration and prototyping of technologies to determine the benefits, performance, and cost effectiveness. (CDRL A001, A002)
3.2TEST AND EVALUATION (T&E)
3.2.1The Contractor shall conduct test and evaluation (T&E) to prove concepts identified and developed through the R&D efforts safe and reliable. The concepts shall be confirmed prior to hardware fabrication and low rate production as specified in each call. The Contractor shall conduct functional testing, such as sensitivity testing and output characterization testing to investigate and evaluate different initiation system designs, as well as, alternatives and their relationship with RSI-007 and other explosives in various applications. The Contractor shall demonstrate design optimization and reliability through various testing techniques including, but not limited to, thermal and mechanical environmental tests. Additionally, the Contractor shall use lot acceptance testing (LAT) to evaluate the quality and performance of initiation systems products.
3.2.2The Contractor shall develop new diagnostic techniques and analysis tools to examine firing system characteristics and use existing diagnostics methods, such as, Photon Doppler Velocimetry (PDV), to evaluate performance of initiation systems. (CDRL A001, A002)
3.3HARDWARE FABRICATION AND PRODUCTION
3.3.1The Contractor shall fabricate and produce supplies and equipment as defined under each individual call. The Contractor shall utilize LAT as a quality assurance mechanism to ensure production units are acceptable. The Contractor shall provide hardware fabrication and production of initiation systems, detonators, assemblies, firesets, and fireset components. The Contractor shall design and fabricate special tooling required to integrate parts into systems. The Contractor shall support the building, fabrication, and production of reduced and full-scale models, mock-ups, prototypes, production units, and special tooling to support system integration and assembly. The Contractor shall support the production of components to support quick response projects. (CDRL A001, A002)
3.3.2The Contractor shall maintain a quality program modeled on ISO 9001 and AS9100 acceptable to the Government. The quality system along with program specific production documentation shall be made available for review by the Government’s representative upon request, at the Contractor’s facility at no cost of the Government. Quality management activities shall be used to provide adequate confidence that processes are established and continuously improved in order to produce products that meet specifications and are fit for use per the Government stated requirements. The Contractor shall perform quality assessments to evaluate the quality of products throughout the development life cycle and evaluate the robustness of the processes by which products were developed.
3.3.3The Contractor shall maintain a configuration management (CM) program that addresses all new and/or modified hardware, firmware, and documentation resulting from this effort. The CM program shall provide configuration identification, configuration control, configuration status accounting, of all new and/or modified trainer hardware, firmware, and documentation including Government furnished property for the duration of each order.
4.0TRAVEL

The Contractor will be required to travel in performance of individual calls. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the TPOC. All travel shall be conducted in accordance with Federal Travel Regulations (FTR).

5.0 GOVERNMENT FURNISHED MATERIAL/EQUIPMENT (GFM/GFE)

Government Furnished Materials/Equipment will be identified in individual BPA calls.

6.0 SECURITY

All work performed under this BPA will be unclassified.

7.0 TECHNICAL POINTS OF CONTACT
