About this file

This is a Business Plan Template for the New York State Regional School Food Infrastructure Grant Program (RFP #0423), issued by the New York State Department of Agriculture and Markets. The program aims to increase the use of fresh New York State farm products in K-12 school meal preparation across multiple school districts, reduce food insecurity, expand market opportunities for NYS producers, and strengthen the state's food system resiliency. Eligible projects are limited to capital improvements for regional school food infrastructure facilities, including aggregation centers, storage hubs, and commissary-type kitchens serving multiple school districts. The program is open to applicants in five eligible regions: Finger Lakes, Southern Tier, Mohawk Valley, Capital Region, and Central New York. Grant funds of $5 million are available for construction, renovation, equipment acquisition, and facility development. The contract term begins March 1, 2027, and extends for five years.

The Business Plan Template is valued at 50 points within the overall evaluation process and requires applicants to address six key components: Introduction (10 points), Region/Market Analysis (5 points), Team and Beneficiary Schools (5 points), Farm Partners (10 points), Implementation Timeline (10 points), and Financial Summary (10 points). Applicants must document how their proposed facility will overcome regional obstacles to sourcing NYS farm products, provide resumes for critical project personnel, identify participating school districts with enrollment and CEP percentages, detail farm partner commitments including GAP certification and delivery capacity, and provide complete financial documentation including organizational audit statements and project budgets accounting for the full use of $5 million in grant funds plus any additional capital sources. The business plan must be submitted as a PDF attachment through the Statewide Financial System (SFS).
