SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
STATEMENT OF WORK FOR THE
CORROSION AND CORROSION CONTROL IN LIGHT WATER REACTORS
COURSE
C.1 BACKGROUND
The Nuclear Regulatory Commission (NRC) is responsible for inspecting license holders who generate electrical power from light water reactors to determine whether operations are conducted in compliance with Federal regulations and license conditions and to identify conditions which might adversely affect the health and safety of the public, the environment, or the common defense and security. Also, the NRC is responsible for review and approval or denial of license changes.
The Office of Nuclear Reactor Regulation has determined that the current staff responsible for review of license changes and new actions related to component integrity requires training in corrosion and corrosion control in light water reactors.
C.2 OBJECTIVE
The purpose of this procurement is to obtain a course that will provide a practical familiarization with corrosion and corrosion control in light water reactors:
Introduction to and fundamentals of corrosion,
2. Corrosion in Boiling Water Reactor (BWR) internals and piping, Corrosion in Pressurized Water Reactor (PWR) steam generators and other systems
Corrosion in PWR control rod drive mechanisms, and
5. Corrosion caused by plant environmental factors such as stress, temperature, boric acid, and other chemicals
C.3 SCOPE OF WORK
The contractor shall furnish the qualified personnel, instructional materials, and services necessary to prepare and teach the “Corrosion and Corrosion Control in Light Water Reactors” course as ordered by the NRC.
C.3.1 COURSE DESCRIPTION
The contractor will be required to present up to two courses each year. The presentation shall be approximately four and one-half days (about 32 instructional hours) in duration. A list of proposed course topics is shown in Attachment 1. Changes in, additions to, or deviations from the topics listed in Attachment 1 are permitted, as long as the basic course objectives are accomplished. However, the content of the final outline shall be approved by the NRC Project Officer.
The course objectives shall be accomplished through a combination of lectures, discussions, and case studies of actual corrosion and corrosion control programs.
C.3.2 COURSE DEVELOPMENT, PRESENTATION, AND OTHER REQUIREMENTS
The contractor shall prepare course materials (the student and instructor manuals and any reference material) to the current NRC regulations and industry standards. It is intended that the updated course materials be utilized for the period of the contract, including optional periods. In the event of new regulatory requirements or significant changes to industry standards, the course material will be updated via a modification to the contract. All manuals, both instructor and student, shall be prepared in Microsoft Word 2007 and/or Microsoft PowerPoint 2007. Any graphics presentations used in the course will be developed in Microsoft PowerPoint format.
All course materials prepared or created by the contractor or obtained for the NRC for use in the presentation of this course will become the property of the NRC upon completion of this contract.
The contractor shall provide the following items:

c. The student manual shall also include a Table of Contents, a glossary of common terms and copies of relevant reference material. Short references (approximately six pages or less) shall be included in the manual while lengthy references shall be listed in a bibliography which provides the student with sufficient information to determine what issues the reference covers and where a copy may be obtained.
The contractor shall provide a draft copy of the student manual to the NRC Project Officer for review and approval. The contractor shall revise the draft student manual incorporating the NRC Project Officer’s comments. The contractor shall provide the final student manual to the NRC Project Officer for review and approval. e. Detailed references to course references, codes, and standards.
The instructor manual shall be prepared in sufficient detail to allow a qualified individual who has not previously conducted the course to present the material in an organized fashion.
The contractor shall provide a draft copy of the instructor manual to the NRC Project Officer for review and approval. The contractor shall revise the draft instructor manual incorporating the NRC Project Officer’s comments. The contractor shall provide the final instructor manual to the NRC Project Officer for review and approval. After receipt of approval, the contractor shall provide one copy to the NRC Project Officer, including computer data storage (e.g. discs, cds, dvds, etc.) containing the textual materials in Microsoft Word 2007 format and graphics material in Microsoft PowerPoint 2007 format.

The use of handouts shall be kept to a minimum and shall represent material that could not have been incorporated in the student manual prior to the start of the course.
5. If the course is presented at a location other than an NRC office, shipping boxes and shipping expenses for shipping student manuals via the USPS at the book‑rate to the student mailing addresses following completion of the course.
C.3.3 Technical Qualification Requirements
Any proposed instructors should be familiar with types of corrosion and corrosion control methods used at both boiling water reactors (BWRs) and pressurized water reactors (PWRs) and have at least five (5) years of experience in applying the methods in the industry and/or providing training/briefings on the methods themselves.
C.3.4 General Information
1. Class size shall be approximately twenty-five (25) students and one (1) optional observer designated by the Project Officer. Observers will be provided with a copy of the student training materials. The optional observer position may be used as regular student position if the observer designated by the Project Officer does not attend.

2. Exact course dates will be arranged with the contractor at least sixty (60) days before each course. Courses may be formally scheduled via a delivery order (DO) form signed by both parties (see Attachment 3 for a sample format), or may also be sent to the contractor via e-mail from the NRC Project Officer.
3. Should the NRC determine no later than thirty (30) calendar days prior to the start of a course that the need is insufficient to conduct the training course, the NRC may reschedule or cancel the course presentation by written notification to the contractor without obligation to the government.
C.3.6 Course Modifications
The contractor may be requested to modify all or part of the training materials developed for a course to keep the course current.
