1. Invitation and Purpose Regional Refuse Disposal District #1 (“RRDD1” or “District”), located at 31 New Hartford Road in
Barkhamsted, Connecticut, invites qualified truck dealers and manufacturers to submit proposals for the sale and delivery of one new roll-off truck. RRDD1 uses its trucks to transport recyclables, municipal solid waste, and bulky waste, generally within a 50-mile radius of Barkhamsted, Connecticut.
Proposals shall identify the truck and equipment offered, demonstrate compliance with the specifications below, and provide complete pricing and warranty information. The District may work with the selected vendor to finalize compatible details, provided the required specifications—including the 24-foot hoist—are met.
2. Required Truck Specifications The proposed truck shall meet or exceed the following minimum requirements unless a specification expressly allows an alternate:
• General configuration: New roll-off truck capable of hauling containers up to 50 cubic yards. Overall length shall not exceed 37.5 feet, measured from the front bumper to the end of the hoist. A 2026 model-year truck is preferred.
• Engine: Six-cylinder diesel engine rated at a minimum of 525 horsepower, equipped with an engine brake.
• Engine block heater: Minimum 1,500-watt block heater.
• Front axle: 20,000-pound capacity.
• Lift axle: Factory-installed, steerable 20,000-pound lift axle located ahead of the rear axles. Vendors may also submit a separately priced alternate with a 13,500-pound steerable lift axle; the proposal must clearly identify it as an alternate.
• Rear axle / suspension: 46,000-pound axle capacity. Vendor shall identify the proposed rear suspension and axle configuration.
• Front tires and wheels: 315/22.50 front tires with unpolished aluminum rims.
• Rear and tag-axle tires and wheels: 11/22.50 rear and tag-axle tires with unpolished aluminum rims.
• Transmission: Allison automatic transmission.
• Hoist — mandatory: A minimum 60,000-pound-capacity, 24-foot hoist suitable for handling 50-cubic-yard roll-off containers. The proposal must expressly confirm the hoist is 24 feet long and provide the manufacturer, model, rated capacity, and relevant dimensional information. A proposal without a 24-

• Tarp system: Tarp system suitable for use with 50-cubic-yard containers.
• Fuel tank: Minimum 75-gallon fuel tank, left-mounted.
• Driver seat: High-back, air-suspension seat.

3. Proposal Contents
1. Manufacturer, model, and complete description of the truck chassis and included equipment. A 2026 model-year truck is preferred; vendors must clearly identify the model year offered.
2. A specification sheet identifying compliance with every item in Section 2. Any deviation must be clearly disclosed; do not assume an unlisted substitution will be accepted.
3. Separate identification of the 24-foot hoist, including manufacturer, model, rated capacity, and confirmation of suitability for 50-cubic-yard containers.
4. Itemized purchase price, including chassis, hoist, tarp system, box grabbers, delivery, setup, and any other charges. Identify all taxes, fees, and optional equipment separately.
5. Delivery lead time from order/contract execution and the location from which the truck will be delivered.
6. Standard manufacturer and dealer warranties, available extended warranty options, duration and coverage of each, exclusions, and the price of each optional warranty.
7. Information on authorized service locations, parts availability, and the process for warranty service.
8. Proposal validity period and any assumptions or conditions affecting the quoted price.
9. Name and contact information of the vendor representative authorized to answer questions and negotiate final specifications.
4. Pricing Provide a firm total price for the truck as proposed, with an itemized breakdown. Quote any permitted alternate configuration separately and do not combine alternate pricing with the base proposal. Clearly identify optional equipment and warranty pricing. Vendors may also submit an optional financing proposal that identifies the proposed financing terms, down payment (if any), interest rate, term, payment frequency, total cost of financing, and any fees or other conditions. Purchase and financing proposals must be shown separately. The District may request clarification of pricing but will not be responsible for costs omitted from the proposal.

7. Review and Award RRDD1 intends to evaluate proposals for responsiveness to the specifications, including the mandatory
24-foot hoist, total price, equipment suitability, delivery schedule, warranty coverage, service support, and overall value to the District. The District may seek clarification, verify information, negotiate final details with a vendor, reject any or all proposals, waive informalities where permitted, or cancel this solicitation if doing so is in the District’s best interest. Issuance of this RFP does not obligate RRDD1 to purchase a truck or reimburse proposal costs.
Any award is subject to applicable District approval requirements and completion of a written purchase agreement or purchase order. No vendor should begin work or incur costs on the District’s behalf before receiving written authorization.
8. Final Specifications and Delivery The specifications in this RFP are intended to describe the District’s requirements. The successful vendor may work with RRDD1 to confirm final compatible details before order placement. No change may reduce or eliminate a mandatory requirement, including the minimum 24-foot hoist, without written approval by the
District through an authorized amendment or written agreement. The vendor shall provide documentation showing the final truck and equipment configuration before delivery.
9. Vendor Acknowledgment By submitting a proposal, the vendor acknowledges that it has reviewed this RFP and has disclosed all exceptions to the requested specifications.
