RR-202/AL CHAFF PRODUCTION AND DELIVERY
STATEMENT OF WORK
29 July 2022
1.0 SCOPE
The effort is a basic contract plus one option to produce and deliver a minimum of 12,500 units of RR-202/AL chaff and to incorporate necessary design improvements and/or production/tooling changes to increase production capability to 25,000 units per year. Vendor shall also develop an item specification for government review and approval.
2.0 BACKGROUND
The RR-202/AL chaff countermeasure is designed to provide expanded chaff coverage not currently provided by existing chaff countermeasures. The RR-202/AL can be used by itself or in combination with other existing countermeasures to provide expanded aircraft self-protection for multiple US Military aircraft. This countermeasure consists of a 1x1x8 inch aluminum case, snap-in end cap, plastic piston, and an internal plastic sabot with Kapton wrap to encapsulate the chaff payload. A BBU-35 series or CCU-145 impulse cartridge is used for deployment of the payload.
3.0 FUNDING
The objective of this acquisition is to establish a Base year plus one option year contract vehicle to support production and delivery of a minimum of 12,500 units of RR-202/AL chaff. Year 1 will be for production of 4,000 units of RR-202/AL and for the vendor to begin necessary design and/or production improvements to increase production rate. Year 2 will be for production of 8,500 units and continuation of design and/or production improvements with the goal to be at or very near the capability of building 25,000 units per year. Additional options may be exercised for deliverable units if there are any remaining funds.
4.0 PERIOD OF PERFORMANCE
The Period of Performance (POP) for 36 months from issuance of the initial contract.
Exceptions to the POP may be approved by the government procuring activity.
5.0 OBJECTIVES
The following specific objectives are required.
5.1 The contractor shall develop an Item Specification for government review and approval.
5.2 The contractor shall perform production and testing in accordance with the RR- 202/AL TDP (P/N 200326) and the approved Item Specification.
5.2.1 Reporting for lot acceptance testing shall be in accordance with the CDRLs as required on the basic contract.
5.2.1.1 Lot acceptance test quantities are in addition to deliverable qty.
5.3 The contractor shall develop necessary design changes/improvements and/or production improvements to increase production rate to a government desired capacity of 25,000 units per year.
5.3.1 Design improvements to be incorporated via ECP process and supported with sufficient testing as agreed by the government.
5.3.2 Production changes will be reviewed and approved by the government based on analysis of the changes and any supporting test data.
5.4 The contractor shall provide monthly status report of the design and/or production improvement efforts in accordance with the reporting CDRL.
6.0 TRAVEL
No travel is anticipated for this effort.
7.0 GFE
BBU-35A/B impulse cartridges will be provided as GFE for this contract effort for use in testing.
Vendor shall identify the qty required (estimate).
8.0 SCHEDULE/DELIVERABLES
8.1 Delivery of a Draft RR-202/AL specification to the government within 3 months of contract award and prior to any acceptance testing.
8.2 RR-202/AL deliverable chaff assets; vendor shall deliver production units per the delivery schedule. Minimum delivery quantity of 400 units to each destination.
8.3 Vendor shall, on an ongoing basis, evaluate changes to design of the RR-202 and/or production equipment to increase production rate to a government desired rate capability of 25k per year (approx. 2,100 per month).
8.3.1 Vendor shall provide monthly updates on status of production rate improvement efforts and expenditures towards reaching the production goal.
